Description
Pre-Solicitation Synopsis The 375 th Contracting Squadron will be soliciting a 100% HUBZone set-aside competitive Painting Multiple Award Contract (PMAC) Program to provide Indefinite Delivery/Indefinite Quantity (IDIQ) painting task orders at Scott AFB IL. Individual task order projects will consist of general painting services to include: 1. Application of protective coatings to interior and exterior of base facilities, including attachments, i.e. fences etc., and detached storage buildings. 2. Cleaning exterior surfaces of base facilities to remove dirt, mildew, fungus and other foreign matter in preparation for protective coatings. 3. Abrasive blasting facility surfaces, as applicable, to remove scale, rust, cracked and chipped paint, stains and other discoloration, as applicable. Abrasive blasting shall occur only upon approval of the Contracting Officer, and shall be charged against the applicable line item. 4. Abrasive blasting aircraft pavements, as applicable, to remove scale, rust, rubber, cracked and chipped paint, stains and other discoloration, as applicable. 5. Layout and striping required for traffic control on streets, parking lots, and aircraft runways, taxiways, and parking areas. This shall be performed utilizing different colored paints and lines of varying widths to be applied by a paint spray machine, which applies paints under continuous regulated pressure. 6. Spray painting for special purpose requirements by the use of air and airless spray methods in accordance with (IAW) manufacturer's recommendations at a particular work site and/or in the Contractor's shop area where a water wall shall be required. 7. Caulking, taping, bedding of gypsum board to repair joints, cracks, & holes. 8. Application of vinyl-coated wall covering to selected surfaces. 9. Manufacture various stencils of varying sizes and specifications. 10. Manufacturing of signs, including hand painted signs of varying sizes and specifications, being applied onto metal, wood and/or masonry surfaces. Painting Special Graphic Signs, Emblems, and Logos. Signs and graphic displays can range in size from 12" x 12" to 25' x 25' and may be requested on sign backing, building walls, fuel storage tanks and/or water towers. The maximum program value (combined value of all task orders from all awarded contracts) is not to exceed $4M over a five-year period. Each contract award will contain a basic 12-month period and four 12-month option periods. Project task orders may range between an estimated $2,000 - $150,000. The anticipated performance period is 01 August 2015 through 31 July 2016, plus four (4) one (1)-year option periods. The PMAC Program is for execution of painting and related infrastructure work under the residential construction category (NAICS 238320) on Scott AFB, IL. Work to be performed under the PMAC will be within the North American Industry Classification System (NAICS) code 238320 - Painting and Wall Covering Contractors. The government intends to award a target of three (3) contracts comprised of all small businesses HUBZone Certified. The government will evaluate offers and select the awardees using Performance Price Trade-Off (PPT) Best Value source selection procedures. The solicitation will include a sample seed project at Scott AFB IL. The seed magnitude of construction is between $25,000.00-100,000.00. If recipient of "seed project" award, the contract minimum guarantee will be satisfied by award of a task order for the seed project. A minimum guarantee of $500 will be paid to other IDIQ contract awardees after attendance at a mandatory orientation conference. Description of the work will be identified in each individual task order. The solicitation is expected to be issued on or about 23 Jun 2015. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the sample seed project's specifications and drawings, will be available in electronic format only on the Federal Business Opportunities Web Site at https://www.fbo.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at https://www.fbo.gov in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the System for Award Management (SAM) or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) at web site https://www.sam.gov.
