- NASA/GSFC has a requirement for the National Institute of Standards and Technology Advanced Radiometer (NISTAR) in-flight instrument operations and calibrations with support for the ground data processing of (NISTAR) telemetry into level 1b data. TASK DESCRIPTIONS Provide the management and technical expertise required to support the in-flight operation/calibration and ground data processing of the NISTAR instrument. NISTAR IN-FLIGHT INSTRUMENT OPERATIONS AND CALIBRATIONS Support the NISTAR instrument activities associated with the following activities: - In-orbit instrument checkout - Verification of flight operations procedures and database - Instrument health monitoring - Support production of flight operations products and plans for anomaly resolution - Support in-flight calibration plan development and execution, and calibration data generation NISTAR GROUND DATA PROCESSING Participate in the continued refinement of the NISTAR ground data processing algorithms that takes spacecraft telemetry data to calibrated, level 1b data products. Contractor shall support the generation of updated instrument calibration tables. NASA/GSFC intends to purchase the items from L-1 Standards and Technology, Inc. pursuant to Far 13.106 for the acquisition of supplies or services determine to be reasonably available from one source. L-1 Standards and Technology, Inc. is the builder of the DSCOVR NISTAR instrument. It is the only organization with the required technical understanding of the instrument to properly execute in-flight commissioning. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on July 2, 2015. Such statement will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
