Description
DOWNRANGE CROSSWIND MEASUREMENT MODULE The US Army RDECOM-ARDEC in collaboration with RDECOM-CERDEC is seeking sources with affordable technology for self-contained measurement of downrange winds from a remote location. Applications require establishing a profile or effective vector of wind velocity and direction between a sensing location and the target location under day and night conditions. System operation should be eye-safe at all ranges, but otherwise should provide automatic disabling of unsafe emitted radiation levels if unprotected personnel is present within nominal ocular hazard distance (NOHD). Wind measurement system should be modular to allow integration with other optical sight as aiming device through sampling path. Methods to establish system calibration (i.e. alignment to host optical sight) should be facilitated using an integrated camera or external calibration tool. Wind velocity and direction should at a minimum be reported through a standard communication interface preferably in regular, user selectable, discrete intervals of 100m or less up to target range. Wind data will be used as input for ballistic correction computation to achieve more precise target engagement. Target weapon platforms may include small, medium, and large caliber direct fire systems as well as grenade, mortar, and artillery indirect fire systems. No single hardware solution is expected to address all applications. The following attributes independently delineate desired performance for each weapon platform group: CLASS A - SMALL CALIBER / CROSSWIND ONLY: - Crosswind measurement effective range (fixed line-of-sight to solid target): - Day: 0-1000m (T) 0-1500m (O) - Night: 0-700m (T) 0-1200m (O) - Wind velocity range: up to +/-15m/s (T) +/-18ms (O) - Target assumptions: E-silhouette type; 20% NIR/SWIR Reflectivity - Atmospheric conditions: 5km to Unlimited Visibility (T) 0.5km to Unlimited Visibility (O) - Measurement time: 5 sec (T) 0.5 sec (O) - MIL-STD-1913 accessory rail interface - Weight: less than 0.7kg with batteries CLASS B - MEDIUM-LARGE CALIBER / CROSSWIND AND RANGE WIND: - Wind measurement effective range (fixed line-of-sight to solid target): - Day: 0-1500m (T) 0-4000m (O) - Night: 0-1000m (T) 0-2500m (O) - Wind velocity range: up to +/-15m/s (T) +/-18ms (O) - Target assumptions: 2.3 x 2.3 meter NATO standard target; 20% NIR/SWIR Reflectivity - Atmospheric conditions: 5km to Unlimited Visibility (T) 0.5km to Unlimited Visibility (O) - Measurement time: 10 sec (T) 1 sec (O) CLASS C - INDIRECT / CROSSWIND AND RANGE WIND: - Wind measurement effective range (variable line-of-sight in free space): - Day: 0-80deg x 0-1500m (T) 0-4000m (O) - Night: 0-80deg x 0-1000m (T) 0-2500m (O) - Wind velocity range: up to +/-15m/s (T) +/-18ms (O) - Atmospheric conditions: 5km to Unlimited Visibility (T) 0.5km to Unlimited Visibility (O) - Measurement time: 20 sec (T) 2 sec (O) INTERFACE - Communication: RS-232, USB 2.0, and/or Ethernet - Readout units: User selectable; m/s or mph (wind speed), m (range) State of technology should at a minimum be at Technology Readiness Level (TRL) 4 with plan to advance to TRL 6 within two (2) years. TRLs can be found within the Defense Acquisition Guidebook, Chapter 10, Table 10.5.2.2.T1, TRL Descriptions, at the following link: https://acc.dau.mil/CommunityBrowser.aspx?id=518698#10.5. Interested companies should demonstrate they possess existing hardware similar or adaptable to specified characteristics with the capability necessary to develop and deliver the wind measurement module either in the form of a technical data package (preferred) or limited production. Responses should include any available specifications, brochures, manuals, reports, demonstration video and other technical data, and a rough indication of pricing. In addition, please provide the firm's name and address, point of contact with telephone number and email address, and size of business (small/large). This market survey is for information and planning purposes only; it does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The U.S. Government implies no intention or opportunity to acquire funding to support current or future efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. Results of this survey may be used to establish requirements to pursue or discredit certain wind measurement technologies. Although response is entirely voluntary, specific technologies may be at risk of being excluded during refinement of requirements if no response is received. The information must be submitted within 30 calendar days from the date of this publication to: U.S. Army Contracting Command New Jersey, ACC-NJ-JA, ATTN: Nadine Schneider, Building 10, Picatinny Arsenal, NJ 07806. Electronic submittals are preferred and should be sent to Email: nadine.k.schneider.civ@mail.mil. Phone inquiries will not be addressed; all requests should be submitted in writing via email. Respondents will not be notified of the results of the survey.
