Description: Request for Information Entrust Key Migration The United State Department of Veterans Affairs (VA) Technology Acquisition Center is seeking sources to provide Public Key Infrastructure (PKI) keys migration processes along with the executable code, and source code to enable VA to securely transfer PKI keys from a Verizon UniCert 5.2.2 infrastructure to Entrust Security Manager 8 (SM8). PKI Keys shall be backed up (escrowed in Entrust SM8 by recovering them from UniCert via the UniCert Programming Interface (UPI). The recovery and storage procedure shall also ensure the PKI keys are stored and transported in compliance with Federal Information Processing Standards (FIPS) 140-2 level 2 security. User entries shall be created in the Entrust directory (part of SM8) when migration processes are executing, keys will be escrowed (backed up) with the Entrust SM8 Certificate Authority (CA) with the associated users. The end state of the users and their keys in the Entrust SM8 CA shall integrate with and be useable by the ActivIdentity (AI) CMS for key history and recovery purposes during card issuance. This is a Request for Information (RFI) only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and provide information on their respective capabilities to perform the effort described in the attached draft Performance Work Statement (PWS). This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The North American Industrial Classification for this effort is 541512. It is requested that interested contractors submit a response (electronic submission) of no more than 5 pages in length, single spaced, 12 point font minimum that addresses the below information. 1.Provide, at a minimum, the following information in the initial paragraph of the submission: "Name of Company "Address "Point of Contact "Phone Number "Fax Number "Email address "Company Business Size and Status "NAICS code(s) "GSA and/or GWAC, if you are included in one or more. Please include Contract Number, expiration date, etc. "Socioeconomic data "Data Universal Numbering System (DUNS) Number 2.Provide a brief summary of your technical approach for meeting the PWS requirements for 3.Has the draft PWS and any associated attachments provided sufficient detail to describe the technical and functional requirements that encompass the desired solution? ______ YES ______ NO (if No, answer question 4) 4.If "NO", please provide your technical and functional comments/recommendations on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost effective solution. Instructions for Submitting RFI Response Submit responses electronically via the Virtual Office of Acquisition (VOA) by 1:00 PM Eastern Standard time, June 25, 2015. Once they are registered, vendors can click on the "Proposal Dashboard" link and within that link click on "Add Proposal" to open up the form to upload files. The "Proposal Type" drop down field should be changed to VA118-15-N-0355 to reflect the RFI being responded to. We recommend the transmission of your files 24 hours prior to the required due date and time.
