- On or about 3 July 2015, this office will issue a Request for Proposals for the generator excitation system for Big Bend Dam, SD. The solicitation will close on or about 4 August 2015. This solicitation is for unrestricted, full and open competition. One contract is anticipated to be awarded from the solicitation. Drawings and all solicitation documents will be posted to the Federal Business Opportunities (FedBizOpps) website https://www.fbo.gov. All amendments will also be posted to this website. It shall be the contractor's responsibility to check the website for any amendments. The proposer shall submit all requested information specified in the proposal. There will be no public opening of the proposals received as a result of this solicitation. DO NOT submit requests for the proposals to the federal agency personnel. See Obtaining Solicitation Documents below. Project Description: The proposed plans and specifications for this job shall cover the work necessary by the contractor to: design; prepare drawings, data, and installation instructions; manufacture; shop test; prepare and load for shipment; deliver f.o.b. destination; install, make completely operational, and test eight complete digital static excitation systems for Units 1-8 at the Big Bend Powerhouse. The work also includes removing the existing excitation systems for these units and modifying the existing control panels. The new excitation cubicles and power potential transformers shall occupy the same location as the existing ones. The location of all external connections from the excitation system shall remain the same with limited variations. See the contract drawings for the exceptions. New conductors shall be installed for all the external connections. Proposers: Please be advised of on-line registration requirement for Representations and Certifications Application (ORCA) which is located in System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM. All written questions and/or comments should reach the Contracting Office referenced below no later than 17 July 2015 prior to the date set for receiving proposals so that they may be given consideration and/or actions taken prior to the receipt of proposals.
