- Description
- The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bid (IFB) and award a firm-fixed price contract for the renovation of historic fence at the Cypress Hills National Cemetery located in Brooklyn, NY. The project includes the repair, replacement and reinstallation of the historic fence located along the front of the cemetery along Jamaica Avenue. The main gate piers and fence will be removed, repaired, missing elements replaced, and re-installed. The adjacent stone masonry piers on each end of the fence will be repaired. The area within the cemetery property immediately behind the fence will be re-graded to create a more consistent slope to the public sidewalk. All disturbed areas of the site will have new sod installed. All work will be performed as required by drawings and specifications. This solicitation is subject to FAR Part 14 sealed bidding procedures and is 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside procurement. All bids must be received on time to be considered. The IFB will be evaluated based on price with award being made to the lowest responsible bidder. Liquidated Damages: $444.00 per calendar day of delay until all work under the contract is accepted. The period of performance for this project is 270 calendar days from the Notice to Proceed date. It is anticipated that the Plans and Specifications will be issued on or about 06 July 2015 and the bids due on or about 05 August 2015. The specifications will be posted electronically via the Federal Business Opportunity website at www.fbo.gov. The applicable North American Industry Classification System (NAICS) code is 236220 for Commercial and Institutional Building Construction with a small business size standard of $36,500,000. The magnitude of this construction is estimated to cost between $500,000 and $1,000,000. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. In accordance with DFARS 252.204-7007, all vendors who want access to the solicitation must be registered with System for Award Management (SAM), located at https://www.sam.gov/portal/public/SAM/ and Federal Business Opportunity (FedBizOpps), located at http://www.fbo.gov, in order to safeguard acquisition-related information for all Federal Agencies. The Office of the Under Secretary of Defense (Acquisition Technology & Logistics (OUSD {AT&L}) A Guide to Collection & Use of Past Performance Information dated 2003 requires the collection and use of past performance information (PPI) in acquiring best-value goods and services. The Federal Acquisition Regulation (FAR) requires that Past Performance Information (PPI) be collected on DoD contracts.
