Description
SOW This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Institutes of Health, NIH. The purpose of this Sources Sought is to seek the availability and capability of small business concerns, including 8(a) small business and/or small qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB] that are interested in and capable of performing the work described herein: Division of Veterinary Resources, DVR, of the National Institutes of Health (NIH), seeks a readily available source of Serology Assay Testing Services and PCR assays to meet the needs of the DVR and the NIH. The purpose of this acquisition is to obtain the services of a commercial laboratory for the serological analysis, PCR and related assays of rodent sera and tissues used to monitor the health of NIH animal colonies. The National Institutes of Health (NIH) has numerous facilities for maintaining research animals. The health of these animals is a critical factor in many research projects. Laboratory animals are susceptible to many different diseases, which may be symptomatic or subclinical but still have profound effects on research. Some of these diseases can be zoonotic (contagious to humans). Diagnosis of these animal diseases is very important in maintaining the quality of the NIH research animals as well as ensuring the safety of the researcher and animal care giver. NIH veterinarians oversee the care and use of these animals. They are responsible for monitoring the health status of the animal colonies and making appropriate decisions based on the results of this monitoring. The animals used as sentinels for colony health status are submitted to the Diagnostic and Research Services Branch (DRSB) of the Division of Veterinary Resources (DVR), ORS,OD for evaluation. This evaluation may include, as appropriate, a complete necropsy, examination for parasites, bacterial cultures as well as Polymerase Chain Reaction (PCR) and/or serological assays. Animals which appear ill or die are also submitted to DVR for diagnostic services. DVR is responsible for reporting the status of the animal or tissue submissions back to the appropriate veterinarian(s) and researchers. The scope of this contract will be to perform the serology testing necessary to complete the animal health monitoring process. In addition to the serological testing, PCR testing may be requested for confirmation of an agent’s presence in an animal facility or may be used in conjunction with serology as a method of health surveillance. Other assays, such as Western Blot or Immunofluorescent Antibody (IFA) may be requested to confirm initial equivocal serological results. The Government expects to award a fixed-price, indefinite delivery (requirements) type contract for a period of one year with four, twelve month option periods. The North American Industry Classification System (NAICS) code is 541940. The related small business size standard is $7.5 million. Responses to this notice shall include a capability statement, company name, address, contact information, size of business pursuant to NAICS code 541940. Additionally you must respond to the following questions: 1) Is your business a large or small business? 2) Does your firm qualify as a small or small disadvantaged business? If disadvantaged, please specify which disadvantaged group. 3) Is your firm certified under Section 8(a) of the Small Business Act? 4) Are you considered a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service Disabled Veteran Owned or Veteran Owned firm? 7) Provide copies of your certification letters. 8) Point of Contact: Name, Phone number, and email address. Again, capability statements must specify the offeror's business size and type, and demonstrate similar work and reports that has been performed in the past. Capability statements should also clearly demonstrate the offeror's ability to fully meet the requirements specified in the attached Statement of Work. This is not a request for proposal. The intention of this announcement is to survey the market for potential offerors. Interested qualified small business organizations should submit a tailored capability statement for this requirement. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concerns name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. The capabilities statements are due on Thursday, July 2, 2015 at 1:00 pm.
