- Draft Evaluation Criteria Draft Statement of Work Synopsis: The United States Government, represented by the U.S. Agency for International Development Zambia (USAID/Zambia), intends to negotiate a Cost-Plus Fixed Fee Contract for a new project entitled "USAID/PEPFAR SAFE: Supporting an AIDS-Free Era (SAFE)". A USAID/PEPFAR cofounded project, SAFE's goal is to reduce mortality, morbidity and transmission from HIV in six USAID-supported provinces in Zambia throughout strengthened delivery of high-quality comprehensive HIV/AIDS services, realized through outcome-driven implementation as described in the attached draft Statement of Work (SOW.) SAFE will build upon the successes of previous similar activities, scaling-up and sustaining district-level comprehensive clinical HIV/AIDS services in line with the PEPFAR blueprint of creating an AIDS-free generation as stipulated in the draft SOW included with this pre-solicitation. In furtherance of this purpose, the SAFE project has the following objectives: 1.Increase access to quality HIV/AIDS services; 2.Improve the capacity of MOH/MCDMCH at the provincial and district levels to provide comprehensive, high-impact HIV/AIDS services; 3.Integrate family planning services into all HIV/AIDS service programs in the supported provinces. Place of Performance: Zambia. Period of Performance: Five years from the award date, subject to the availability of funds. Anticipated Solicitation Release Date: July 20 - July 31, 2015 The preferred method of distribution of USAID procurement information is via the Internet. This pre-solicitation and any future amendments thereto will be made available with the solicitation and can be downloaded from http://www.fbo.gov. When the Request for Proposal (RFP) is issued, offerors will have 30 calendars days to submit a proposal. It is the responsibility of the offerors to ensure that documents in their entirety have been received. USAID bears no responsibility for data error resulting from transmission or conversion processes. The upcoming solicitation will be a full and open competition under which all nongovernmental organizations will be eligible to compete. The procedures set forth in FAR Part 15 will apply.
