- INTRODUCTION: This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. BACKGROUND: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The National Institute of Mental Health (NIMH) researchers conduct research ranging from studies into mechanisms of normal brain function, conducted at the behavioral, systems, cellular, and molecular levels, to clinical investigations into the diagnosis, treatment and prevention of mental illness. The Child Psychiatry Branch of NIMH conducts research on the diagnosis, treatment, and neurobiology of childhood psychiatric disorders. Brain imaging, genetic, and drug treatment studies are ongoing for: •Childhood-onset Schizophrenia •Klinefelter & Trisomy X Syndromes and other Sex Chromosome Variations In addition, there are large prospective magnetic resonance imaging (MRI) studies of: •Brain Development in Healthy Children and Adolescents •Identical and Fraternal Twins PURPOSE AND OBJECTIVES: The purpose of this project is to acquire the services of a contractor who will assist in an ongoing study of children and adolescents ages 5 to 18 with schizophrenia, schizoaffective disorder and psychotic disorder not otherwise specified. The project screens and evaluates children and adolescents outpatient, and subsequently inpatient to establish an accurate diagnosis for research, obtain clinical and neurobiological research measurements, evaluate the patient's response to open treatment with antipsychotic(s), and allow longitudinal follow-up. The evaluation process will include a one-day outpatient psychiatric screening interview with the child/adolescent and family. If it is thought that the child is likely to meet criteria for childhood onset psychoses, an inpatient evaluation will then be offered for clarifying the diagnosis. This may involve: 1) Up to 3 weeks of inpatient observation on the child's current medication regimen. 2) Tapering of psychotropic medications (1-4 weeks, depending upon type and dosage). 3) Observation for up to 3 weeks drug free, in order to confirm the diagnosis, and 4) Once the diagnosis is confirmed, two to 10 weeks of treatment with antipsychotic(s); 5) Discharge to the care of his/her community psychiatrist. Treatment will be guided by what is considered the subject's best clinical interest. During the inpatient stay, or occasionally as part of the outpatient screening, neuropsychological testing, research blood draws including blood for genetic testing of the proband, and a research brain MRI scan may be obtained. A skin biopsy may be obtained either during the inpatient stay or a follow up visit. PROJECT REQUIREMENTS: The contractor shall provide the following services, as needed, for the duration of the contract: •Advise on aspects of clinical care in the clinical research program; •Conduct the consenting and screenings for new childhood onset psychosis cases; •Conduct the consenting of family members and normal volunteers participating in the study; •Conduct clinical evaluations of patients and family members participating in the research study; •Working collaboratively with a multidisciplinary team, conduct clinical management of patients admitted to the inpatient ward. This includes attending multidisciplinary rounds, daily rounds and family meetings as time permits; •Perform skin biopsies of patients and their family members; •Conduct follow-up evaluations of patients and their family members •Conduct clinical evaluations of normal volunteers participating in the research study; •Provide medical coverage for Magnetic Resonance Imaging exams that take place during working hours. ANTICIPATED PERIOD OF PERFORMANCE: The period of performance shall be from August 15, 2015 to August 14, 2016. PLACE OF PERFORMANCE All efforts for this requirement will take place at the following location: National Institute of Mental Health Child Psychiatry Branch 10 Center Drive Building 10 Bethesda, MD 20892-1600 OTHER IMPORTANT CONSIDERATIONS: The following minimum education and experience requirements are essential to meet the Government's needs: •Medical Degree and minimum of three years of experience in child & adolescent psychiatry; •Physician specialized in psychiatry and sub-specialized in child and adolescent psychiatry; •Physician board-certified in child and/or adult psychiatry; •Active full medical license in the state of Maryland; •Strong communications skills, both oral and written; •Excellent analytical, organizational and time management skills; •Ability to obtain clinical credentialing through the NIH Clinical Center; •Experience with research involving human subjects, including research interviews and standardized clinical assessments; •Knowledge of and experience with NIH Institutional Review Board policies and procedures regarding research protocols, including consent, assent, reporting of adverse events and protocol violations; •Experience with advanced psychopharmacology for psychosis in child and adolescent populations; •Training in performing skin biopsies for research data collection; •Magnetic Resonance Imaging (MRI) safety training for human subjects. CAPABILITY STATEMENT / INFORMATION SOUGHT: Respondents must provide, as a part of their responses, clear and convincing documentation of their capability of providing the services specified in this notice. Also, information must be provided in sufficient details of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of a similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone) pursuant to the applicable NAICS code AND any other information that may be helpful in developing or finalizing the acquisition requirements. Respondents may also provide a general overview of the respondent's opinions about the difficulty and/or feasibility of the potential requirement, and any information regarding innovative ideas or concepts that might apply. SUBMISSION INSTRUCTIONS: One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing. The information submitted must be must be in an outline format that addresses each element of the "PROJECT REQUIREMENTS" and each element of the "CAPABILITY STATEMENT / INFORMATION SOUGHT" paragraphs above. A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit. The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses.
