Description
Statement of Work This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUB Zone small businesses; service-disabled, veteran -owned small business; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The National Institutes of Health (NIH), National Library of Medicine (NLM), NIDDK Acquisitions Branch, The NIDDK Obesity and Diabetes Clinical Research Center is currently doing a study investigating the etiology of obesity and diabetes. The recent work from protocol 08DKN140, "Predicting Adaptive Thermogenesis" has uncovered a thrifty phenotype of less energy efficient, obese individuals who lose less weight during 6 weeks of supervised caloric restriction. The future success of dietary weight loss efforts may be influenced by the energy expenditure response to caloric restriction. In order to further investigate the etiology of this phenotype, the lab is interested in determining if there are differences in baseline adipose and muscle tissue efficiencies and/or changes in adipose tissue efficiencies in the 12 volunteers from our pivotal study. In this regard, RNA sequencing (RNA-Seq) of adipose and muscle tissue obtained through biopsy before and after weight loss. RNA sequencing, or whole transcriptome shotgun sequencing, uses the capabilities of next-generation sequencing to reveal a snapshot of RNA presence and quantity from a genome at a given moment in time. The lab does not have the capacity to perform RNA-Sequencing at the ODCRS and is looking for a laboratory that can analyse 1 ug of RNA from 48 samples total from our 12 volunteers (24 Muscle and 24 Adipose Tissues). The National Institutes of Health (NIH), National Library of Medicine (NLM), NIDDK Acquisitions Branch is conducting a market survey to determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses or HUB Zone small businesses capable of providing a RNA sequencing (RNA-seq) of adipose and muscle tissues obtained through biopsy before and after weight loss. RNA sequencing, or whole transcriptome shotgun sequencing, uses the capabilities of next-generation sequencing to reveal a snapshot of RNA presence and quantity from a genome at a given moment in time. The lab does not have the capacity to perform RNA-Sequencing at the ODCRS and is looking for a laboratory that can analyse 1 ug of RNA from 48 samples total from our 12 volunteers (24 Muscle and 24 Adipose Tissues). The lab will use a 2x100 bp Hi-Seq module for 6 sampler per lane with ta total RNA of 1 ug of each sample. Data will be provided to the lab in the form of an Excel spreadsheet within 60 days. This service is to be set-up as a single acquisition. Interested firms with the capability of providing the required items/service are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 541711 with a business size standard of 500 employees. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. Your capability statement must be received at the address identified in this synopsis by no later than 10 days prior to close of business 12:00 P.M. Eastern Standard time on June 26, 2015. Email submission will be accepted. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Information provided will be used to assess trade-offs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provided feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate response to a solicitation. Solicitations resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential or sensitive information should be included in your response.
