Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with NH Research of Irvine, CA for the procurement of a Regenerative Grid Simulator System for the National Institute of Standards and Technology (NIST), Physical Measurement Laboratory (PML). NIST is building a Smart Grid testbed that includes the ability to test microgrid power conditioning systems (PCS), interconnection equipment, and controllers. The microgrid test laboratory will use multiple power supplies to emulate AC and DC grid and load conditions and will also export power and information exchange to adjacent laboratories testing other interconnected Smart Grid devices and systems. This microgrid equipment test lab requires a multi-channel bi-directional AC/DC regenerative grid/load simulator system for laboratory testing of the NIST microgrid power conditioning systems, interconnection equipment, and controllers. The multi-channel bi-directional regenerative grid/load simulator system will be located in a laboratory with high power cooling requirements and is thus required to return power back to the laboratory electric service circuits when operated as a load (regenerative) rather than dissipating the energy as heat. There is also limited space and electrical power service where the system will be located. Since the system will serve as the reference to evaluate the Smart Grid devices and systems under test, there are specific accuracy, precision, and bandwidth requirements for the controlled and measured parameters. For example, there are specific requirements for: • High bandwidth (MSample/sec waveform digitization) and fundamental frequency ranges (30 - 880 Hz) • Operate over a wide range of reactive power conditions (e.g., kVA rating twice the kW rating) • Flexible reconfiguration of power modules that can be partitioned into any combination of multiple sources/loads • Independently programmable phases • Flexible waveform shape specification • Multiple current and voltage ranges to support accurate source and measurement for 480 V and 280 V three phase and 240 V two phase (split-phase) grid emulations for example at low or high current range. • Ability to implement smart inverter functional testing including IEEE 1547 and UL 1741 utility interactive extensions. This application requires a total of 96 kW of real power and 192 kVA of apparent power in 4 regenerative grid/load simulator units (cabinets). Because the laboratory will be used to test multiple types of microgrid equipment and configurations, the grid/load simulator is required to be composed of multiple reconfigurable units. Specifically, the 4 unit grid/load simulator system shall be composed of 3 master controller modules and 5 auxiliary modules, where each auxiliary module can be configured to operate synchronously with any of the three master control modules. Each module shall have 12 kW and 24 kVA capability with independently programmable phases. NH Research Unique Capabilities: • AC output configurations include: o Phases/Output Channels: 1, 2 (split phase), and/or 3 independently controllable phases o Power, Max (1 or 3-phase): 24 kW/48 kVA per cabinet o Frequency: 30 - 880 Hz o Voltage ranges, L-N: 155, 310 V o External computer control is required. • Input power requirements include: o Input voltage and current for each cabinet (4-cabinet system): 39 A Max @ 480 VAC. • Space and heat dissipation requirements include: o The dimensions of each cabinet (4-cabinet system) shall not exceed the dimensions of 23"X30"X40" (WxDxH) o Efficiency shall be greater than 85% at full power. The North American Industry Classification System (NAICS) code for this acquisition 334515, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by July 2, 2015 will be considered by the Government.
