Maritime Law Enforcement Advisor Manila, Philippines Issuance Date: 06/19/2015 Closing Date: 07/17/2015 SOLICITATION NUMBER: PSC-15-038-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. PLACE OF PERFORMANCE: Manila, Philippines 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Bureau of International Narcotics and Law Enforcement Affairs, Office of Europe and Asia (INL/EA), is responsible for the development, supervision, coordination and implementation of international law enforcement assistance activities and international criminal justice issues for the Department of State. This Personal Service Contract (PSC) position will report to the International Narcotics and Law Enforcement Affairs (INL) Director at the U.S. Embassy in Manila, Philippines. INL/EA is expanding its maritime law enforcement initiative in Southeast Asia. The existing bilateral programs with Indonesia, Malaysia, the Philippines, and Vietnam focus on developing institutional functions and strengthening operational capabilities in the maritime domain. INL will be managing an estimated $15 million in FY14-16 INCLE funds (excluding PD&S) for bilateral technical assistance for the Philippine law enforcement sector. This assistance will support INL's continuing training and capacity building efforts for the Philippine National Police's Maritime Group (PNP/MG) and its Special Boat Unit program, which are implemented by ICITAP. In addition to annual bilateral funding, INL oversees two new programs dedicated to maritime law enforcement: the Global Security Contingency Fund (a $40M program, of which INL is implementing $11M worth of projects), and the regional Southeast Asia Maritime Law Enforcement initiative, including $6M in programming in the Philippines. The PSC position will be involved with program oversight for the two maritime-specific programs, as well as oversight and program development for the maritime components supported by annual bilateral funds. With this significant upswing in funding come additional oversight, coordination, and planning needs within the newly established INL presence at Embassy Manila. Primary tasks will include assisting the INL Director with maritime law enforcement coordination efforts and facilitating better inter-operability between the PNP/MG) and the Philippine Coast Guard (PCG). Opening the Law Enforcement Training Center to joint training events in Palawan as well as the PCG training center in Bagac presents an excellent opportunity to build a foundation for this inter-operability. The new position will provide expertise and guidance on moving this process forward to assist the Government of the Philippines in its ability to assert law enforcement authority and control within its maritime domain. Purpose: The Maritime Law Enforcement Advisor will: 1. Contribute to the whole-of-government strategy to strengthen the institutional capacity of the Philippines' coastal and riverine forces involved in terrestrial and especially maritime law enforcement and the disruption of transnational criminal networks in the maritime environment. The Advisor will also work with colleagues and counterparts in the U.S. Government and the Government of the Philippines to foster maritime law enforcement cooperation throughout Philippine security forces. The Advisor will reside in Manila, with considerable time spent traveling and working in the field with INL's implementing partners. 2. Serve as one of Embassy Manila's primary points of contact on issues of maritime law enforcement with the Government of the Philippines and participate in a joint working group with the PCG regarding the implementation of the bilateral maritime law enforcement program with the Philippines. The Advisor exercises expert judgment in providing recommendations for actions relating to initiating projects and executing approved new programs under general supervision and is expected to coordinate as functionally appropriate with other INL units in the region, Washington, and U.S. government interagency counterparts to accomplish the purposes of this initiative. Completed work is reviewed for timeliness and effectiveness. 3. Perform the full range of assistance project management skills, including planning, budgeting, procurement, contracting, monitoring and evaluation, and other tasks or duties assigned on an ad hoc basis. Relationships: 1. The PSC Maritime Law Enforcement Advisor will report to the INL Director in Manila. 2. The PSC Contracting Officer' Representative (COR) will be the Law Enforcement program officer at Post. 3. The Maritime Law Enforcement Advisor position will be included in Embassy Manila's staffing pattern with assigned office space and support services. 4. The Maritime Law Enforcement Advisor will report on a day-to-day basis to the INL Director. 5. The Maritime Law Enforcement Advisor may oversee the work of Locally Employed Staff, as directed. 6. Internal travel may be required, as approved by the INL Director. Duties and Responsibilities: 1. Serve as the advisor for INL's maritime law enforcement program in the Philippines. 2. Serve as a point of contact for the INL-funded maritime law enforcement programs in the Philippines. 3. Provide regular reporting to the Embassy INL Director on program implementation and maritime law enforcement issues in the Philippines. 4. Design and implement program activities to improve maritime and regular law enforcement coordination and interoperability. 5. Develop program designs, performance monitoring plans, and evaluation planning for projects in support of maritime law enforcement capacity-building. 6. Coordinate interagency efforts with relevant USG partners. 7. Coordinate with other U.S. Embassies and maritime law enforcement program in the Philippines. 8. Coordinate with other donors active in maritime law enforcement. 9. Draft policy and advocacy papers, attend meetings and conferences. Facilitate exchange of information and practices to ensure robust communication on maritime law enforcement. 10. Prepare background materials and reports to be used by U.S. Government officials in preparing speeches, briefings, and 11. Supervise locally-hired staff, as needed. Minimum Requirements: 1. U.S. Citizenship, ability to obtain Department of State secret-level security and medical clearances and ethics, if applicable. 2. Minimum of a Bachelor's Degree from an accredited institution plus five (5) years of related experience; or Associate's degree plus seven (7) years of related experience; or ten (10) years of related experience in the fields of international development, law enforcement, international relations, and/or public administration. 3. Proficiency in Microsoft Office. 4. Excellent oral and written English communication, negotiation and interpersonal skills. 5. Successful completion of the Foreign Service Institute's Contracting Officer's Representative (COR) online course within 120 days of contract award. 6. Experience in Maritime Law Enforcement 7. Proven ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) courses within six (6) months of assignment successfully. Preferred Knowledge and Skills: 1. Experience in planning, managing, implementing, and coordinating U.S. maritime matters relating to U.S. Coast Guard or other maritime entities, activities, systems, equipment and resources applicable to waterways, coastal and international waters. 2. Experience with U.S. contracting procedures and procurement mechanisms. 3. Prior experience working in Southeast Asia. 4. Experience in strategic planning and policy development. 5. Experience working with the international organizations and foreign government representatives. 6. Experience working with U.S. Embassies overseas. 7. Experience or familiarity with coordinating with U.S. Department of Defense interlocutors. Evaluation Criteria: Factor 1: Program Management: (35 points) Experience in overseas program management. Experience in assessing, analyzing, and planning programs. Experience in training, procurement, program planning, execution, monitoring and evaluation. Knowledge and understanding of INL, Federal Acquisition Regulation (FAR), and U.S. federal government procurement. Supervisory experience. Factor 2: Liaison: (20 points) Ability to conduct liaison activities with USG agencies, Host Nation representatives, and the international community to develop and coordinate rule of law programs. Demonstrable ability to communicate in English, both orally and in writing, including through written reports. Factor 3: Subject Matter Experience (25 points) Experience working in marine law enforcement and on criminal justice and/or law enforcement in Southeast Asia, the Philippines in particular. Experience coordinating multi-agency law enforcement programs in an international setting. Factor 4: Past Performance: (20 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the USG reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other source COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
