- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W911RZ-15-T-0050 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-82. Catastrophic trouble calls., 12, Months; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Carson intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Carson is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so. FOB Destination terms apply to this acquisition. The quotation price shall include all shipping and handling charges. Shipping and/or handling charges shall not be listed in the quotation as a separate line item entry. Applicable shipping or handling charges shall be included into the unit/extended price. ESTABLISHING A MINIMUM WAGE FOR CONTRACTORS (DEVIATION 2014-O0017) (JUNE 2014) 5152.233-4000AMC-LEVEL PROTEST PROGRAM (Feb 2014) (LOCAL CLAUSE) The Contractor shall comply with Fort Carson policies for controlling tobacco use in Government buildings, vehicles, and facilities. AR 600-63 Army Health Promotion. Although the State of Colorado has legalized the use and possession of marijuana, the Contractor shall comply with the Drug Free Workplace Act of 1988(48 C.F.R. ?? 52.223-6 and 252.223-7004), which requires contractors to develop and maintain drug-free workplace programs. Such programs must include, among other features, disciplinary action or rehabilitation following a criminal drug conviction and a prohibition on the possession or use of controlled substances in the workplace. This includes marijuana, a Schedule I controlled substance under the Controlled Substances Act of 1970. See 21 U.S. C. ? 812. Effective 1 May 2015, Individuals requiring access that do not have a Department of Defense (DoD) Identification (ID) Card and requires entry on to Fort Carson Installation and Pinon Canyon Maneuver Site (PCMS) will be subjected to a National Crime Information Center (Check). The individual must have a valid U.S. or State issued photo ID, or U.S. Passport to show for identity proof. If the individual is driving a vehicle, it must have a valid driver?s license with current registration and insurance for the vehicle being driven on the installation. The following information can deny an individual entry onto Fort Carson and PCMS: -The NCIC-III check contains criminal information about the individual that causes the senior commander to determine that the individual presents a potential threat to the good order, discipline, or health and safety of the installation. -The installation is unable to verify the individual?s claimed identify based on the reasonable belief that the individual has submitted fraudulent information concerning his or her identity in the attempt to gain access. -The individual has a current arrest warrant in NCIC, regardless of the offense or violation. -The individual is currently barred from entry or access to a Federal installation or facility. -The individual has been convicted of crimes encompassing sexual assault, armed robbery, rape, child molestation, production or possession of child pornography, trafficking in humans, drug possession with intent to sell or drug distribution. -The individual has a U.S. conviction of espionage, sabotage, treason, terrorism or murder. -The individual is a registered sex offender. -The individual has been convicted of a felony within the past 10 years, regardless of the offense or violation. -The individual has been convicted of a felony firearms or explosives violation. -The individual has engaged in acts or activities designed to overthrow the U.S. Government by force. -The individual is identified in the Terrorist Screening Data Base (TSDB) as a known to be or suspected of being a terrorist or belonging to an organization with known links to terrorism or support of terrorist activity. Contractors denied access on to Fort Carson shall immediately contact the Contracting Officer identified in the contract. Questions concerning this solicitation shall be submitted not later than 1:00 PM, Eastern Time Zone, 30 June 2015. Fort Carson-MICC will not accept inquiries via telephone or facsimile inquiries.
