- Description
- DRAFT SOW for Digital Talking Book Machine. Solicitation Number: NLS20150105 THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL: As part of market research, the Government is seeking potential and eligible commercial sources capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. In addition, the Government seeks industry input on the attached draft Statement of Work (SOW). Specifically, the Government would like input from industry on the following: 1. Commercial nature of the requirement. Will modification(s) to existing commercial off-the-shelf (COTS) software be necessary to meet the Government's requirement? If modification will be required, will the modification be considered "minor" in accordance FAR 2.101 Commercial Item (3)(ii)? 2. Can this software likely be procured for under $200,000.00? 3. Is the draft SOW clear and comprehensive enough for offers to be made? Please provide areas of the SOW that need clarification. 4. Is the project technically feasible? What technical hurdles, if any, are there? 5. What certifications will be required from FCC, UL, etc? 6. Does your firm have a schedule with GSA or other GWACS, such as NASA SEWP and NITAAC? Please include relevant experience and expertise in your technical capability statement when responding to this announcement. INTRODUCTION The National Library Service for the Blind and Physically Handicapped (NLS), Library of Congress (LOC), administers a free library service to eligible residents of the United States and American citizens living abroad who cannot hold, handle, or read standard print media because of a temporary or permanent visual or physical limitation. NLS publishes annually approximately two thousand books and seventy magazines in audio. NLS also provides a playback device for reading the material. The NLS Digital Talking Book Machine (DTBM) was designed to facilitate convenient use by blind and physically handicapped people, provide maximum reliability under environmental conditions that are sometimes harsh, and survive handling that may be technically unsophisticated or inadvertently abusive. The device plays program materials produced by NLS in a special format. All materials and equipment in the program are sent to users and returned to libraries postage free. The Government anticipates the requirement to result in a Firm-Fixed Price contract. Period of Performance: one Base Year and four Option Years. Attachments: 1. Draft Statement of Work 2. Draft technical data package. Available at www.loc.gov/nls/specs/RemoteControl-TDP-Draft.zip The capability statement package including comments shall be sent by email to Contract Specialist Francois Krodel at fkro@loc.gov. Submissions must be received at the office cited no later than 4:00 p.m. Eastern Standard Time on June 29, 2015.
