Description
Synopsis ICP-MS Maintenance Agreement PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Water Supply Water Resources Division (WSWRD) The EPA/ORD/NRMRL/WSWRD has a requirement for a service agreement for the repair and maintenance of a Thermo Electron Inductively Coupled Mass Spectrometer (ICP-MS) instrument located at the Andrew W. Breidenbach Environmental Research Center in Cincinnati, Ohio. Note: This requirement was synopsized from June 2, 2015 to June 17, 2015 under RFQ-OH-15-00144. Based on responses to the Notice of Intent to Sole Source, the EPA has determined that there is more than one company that may be able to fulfill the requirement. The original requirement has also been split into two separate procurements in order to increase competition. The service agreement will cover ICP-MS Model X7, Serial Number X0278. The service agreement shall include: Response time of 5 working days. Repairs to be performed by a Thermo certified field engineer. Unlimited number of demand on-site service visits. All parts required for repair shall be Thermo certified parts. All field engineer ™s travel and labor charges shall be included. Software upgrades shall be included. Hardware telephone support from a Thermo certified engineer shall be included. The ICP-MS x7 system includes the instrument and external devices such as chiller, data station, software and external vacuum pump. Option periods for years 2 and 3. In the event the contractor is a third party, all aspects of the service agreement, including service call initiation, purchase order preparation, direct billing and payment shall be provided. This acquisition is being conducted as full and open competition. It will be accomplished using FAR Part 12 and 13 Procedures. The EPA anticipates awarding a single fixed price purchase order. The EPA anticipates award will be made by July 24, 2015. The request for quotation is anticipated for release on or about June 26, 2015, and will be made available through FedConnect at www.FedConnect.net.
