Description
The Supervisor of Shipbuilding (SUPSHIP), Groton, CT, is seeking two (2) propulsor covers to be manufactured in accordance with PNSY sketch NO. PS-29202. The propulsor covers must be manufactured with Herculite (or Navy-approved equivalent) in order to withstand water, heat, and other inclement New England weather. The propulsor covers must be delivered to the New London CT Naval Submarine Base by 9/2/15. This is a synopsis prepared in accordance with the information in FAR Part 13 (Simplified Acquisition Procedures) as supplemented with the additional information included in this notice. The synopsis is issued as a total small business set-aside; the NAICS code is 314910 (Textile Bag and Canvas Mills) and the Small Business standard is 500 employees or less. Questions regarding technical or contractual issues must be addressed to the Contract Specialist via e-mail ONLY. Lack of registration in the System for Award Management database (www.sam.gov) will make a vendor ineligible for award. This synopsis will remain posted until 7/6/15. DESCRIPTION: The requirement is for a firm-fixed-price (FFP) order; Contract Line Item No. (CLIN) 0001 is for the manufacture and delivery of two (2) propulsor covers made with Herculite (or Navy-approved equivalent) and delivered by 2 September 2015. Following the issuance of this synopsis, the Government will issue a solicitation to interested, eligible vendors. The solicitation will include PNSY sketch NO. PS-29202, in accordance with which the covers must be manufactured. The Government will make an award from this solicitation to the responsible offeror whose conforming quote will be most advantageous to the Government in terms of price and other factors considered. The following factors shall be used to evaluate quotes: (i) Technical capability of the item quoted to meet the Government requirement (ii) Price Technical capability will be evaluated on a pass/fail basis. A quote that is considered technically unacceptable shall be ineligible for award. The lowest priced quote that is determined to be technically acceptable shall be selected for award. A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt unless a written notice of withdrawal is received before award. ACCESS: To be allowed onto a government facility, personnel must be U.S. citizens and in possession of appropriate personal identification. Proof of U.S. citizenship may be necessary and can be required for access to the drydock environs. Allowable documentation of U.S. citizenship is an official government issued Certificate of Birth or Naturalization (w/ raised seal & not a photocopy) or a US passport (can be expired). Vehicular access requires a non-expired personal Driver's License and appropriate vehicle identification or registration. The transport vehicle must have the company's name / logo prominently displayed. Normal commercial delivery access to NLON: (see NOTE) is from 5:30 am to 1:30 pm Monday thru Friday (excludes Federal Holidays). To gain access to the drydock environs, personnel must be escorted and possess / wear their own personal safety gear which includes: safety glasses w/ side protection, hard hat, safety shoes with an ANSI approved reinforced toe box, and, as posted, adequate hearing protection (i.e. ≥20 dB[A] reduction from ear plugs and/or ear muffs). DELIVERY: The propulsor covers shall be fully-assembled, ready-to-use, and in a first-class condition. The covers, with any support equipment, shall be delivered to the site on or prior to the request date. It is incumbent and the responsibility of the Contractor to either confirm or coordinate the date and time of delivery prior to shipment via the Contracting Officer's Representative (COR) and/or Point-of-Contact (POC) as designated on the Contract. Documentation [B/L] shall accompany each delivery. PAYMENT: SUPSHIP Groton utilizes the Wide Area Workflow (WAWF) system as method of payment.
