- **Amendment to this synopsis is being issued to upload PWS only. No other changes have been made to synopsis** The U.S. Government (USG) plans to issue solicitation W560MY-15-R-0003 on/or about 10 July 2015 for Postal services in Afghanistan for United States Forces - Afghanistan. These services include, but are not limited to: Operation of Army Post Offices (APOs), Satellite Army Post Offices (SAPOs), Military Address Only (MAOs) in Afghanistan capable of providing support to United States Armed Forces and authorized customers on Bagram Airfield (BAF) (one APO and Warrior Retrograde Facility), Kandahar Airfield (KAF), Kabul International Airport (KAIA), International Security Assistance Force (ISAF), New Kabul Cluster (NKC), and any other area where postal operations are required within Afghanistan. Contractor shall provide all services in accordance with all applicable USPS bulletins, manuals, and publications; DoD Postal Manual 4525.6-M, dated 15 August 2002; USCENTCOM policies and regulations; Postal Operations Division (POD) Standard Operating Procedures (SOPs), and Army regulations. The Postal Services Performance Work Statement (PWS) is being provided to afford the opportunity for comments from industry. Any comments from industry may, or may not, be accepted by the customer. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the U.S. Government. The U.S. Government will in no way be bound to this information if any solicitation is issued as a result of this pre-solicitation synopsis. Notice to Contractors: All contractors who provide goods or services to the Department of Defense (DOD) must be registered in the System for Award Management (SAM).
