Sources Sought Synopsis THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The Government is currently conducting market research to gather information and identify potential sources for the requirement identified below. A solicitation is not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. Respondents are invited to provide comments on the content of this request to ensure that, in the event the Government chooses to issue a formal solicitation, every effort will have been made to adequately address the scientific and technical challenges described below. As such, responses to this request must be available for unrestricted public distribution. Neither proprietary nor classified concepts nor information should be included in the responses. NOAA's Acquisition & Grants Office, Western Acquisition Division-Seattle, in support of the National Weather Service seeks potential vendors to provide UPS-Uninterruptable Power Supply systems; battery and general electrical equipment, components and supplies, power generation and control equipment necessary for a reliable source of stand-by power. This Sources Sought Notice is for the establishment of a blanket purchase agreement (as an ordering vehicle, not a contract). BACKGROUND The Alaska, Pacific and Western Region WFO's provide weather information including watches, warnings, advisories and forecasts for Alaska, Hawaii and the Central Pacific. For the WFO's to accomplish their mission, they require reliable sources of 208Y/120V, 3-phase power this is capable of supporting critical loads upon loss of utility power. The major components of stand-by power include a 3-phase diesel generator, an ATS-Automatic transfer Switch and a 208Y/120V, 1-phase Ferroresonant UPS. Installation will be required and a licensed journeyman Electrician with at least 5 years' experience in the installation of uninterruptable power supplies (UPS) and automatic transfer switches (ATS) is what the NOAA/NWS offices require. DESCRIPTION and TECHNICAL REQUIREMENTS This RFI is issued for the purpose of establishing a Blanket Purchase Agreement (BPA) for purchasing uninterruptable power supplies and related equipment for NOAA's National Weather Service (NWS), weather service offices and stations, located in Alaska, Western Region and Central Pacific. Specific locations within the Western Region include: Hawaii, Guam, Federated States of Micronesia, Northern Mariana Islands, Republic of Palau and American Samoa. Information provided in response to this notice will assist the Government in identifying sources that are capable of furnishing NOAA (National Oceanic and Atmospheric Administration), NWS with the requirements stated below. Please provide the following information as requested. The following are examples of the type of items needed: *UPS - Uninterruptable Power Supply; *External Maintenance Bypass Panels; Generator ATS - Automatic Transfer Switches; *Battery-operated monitoring system (from authorized Cell Watch brand or approved equal vendors). The Government requires parts, components and installation services for NWS WFO offices. The goal of purchasing this equipment is to avoid power-related incidents that adversely impact mission operations. A failure of any kind means the cessation of critical weather-related forecasting. 1) A statement that you believe your firm has the capability to meet these requirements by providing the supply and perform the installation service. Please indicate your capability for each region. The name of the manufacturer, make or model number specifications, physical, functional or performance characteristics. 2) Your firm's DUNS and CAGE code. 3) Your firm's SBA certified small business concern status. Specifically identify if your firm IS a small business, HUBZone-certified, Service Disabled Veteran Owned, Woman Owned or SBA 8(a) program certified. All information received in response to this notice shall be treated as "Business Sensitive" or confidential to the responder, exempt from public release under the Freedom of Information Act. All information submitted in response to this notice is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the U.S. Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the U.S. Government and will not be returned. SUBMISSION OF DOCUMENTATION Interested firms shall provide all of the listed information, as an email or email attachment in Portable Document Format (PDF) to Leslie.C.Markey@NOAA.gov. Submissions should not exceed 30MB or the NOAA email system may reject the message as being too large. TELEPHONE INQUIRIES WILL NOT BE HONORED. No collect calls will be accepted. DEADLINE FOR RESPONSES The information requested above must be submitted by email and in the specified format to the Primary Point of Contact listed below, no later than 3:00 PM Pacific on Tuesday, June 30, 2015.
