- This is a notice to publicize MICC Fort Irwin's intent to solicit the Bicycle Lake Army Airfield requirement for the National Training Center (NTC) at Fort Irwin, California. The anticipated issue date is 1 July 2015. Any interested parties should be on alert for the solicitation that is to be issued under solicitation # W9124B-15-R-0002. Description: The requirement is for the operation of the Government-provided Bicycle Lake Airfield at Fort Irwin, California. The purpose of the contract is to provide all required support services, personnel, supplies, and materials (except that which have been identified as Government furnished) necessary to manage, operate and maintain airfield flight operations and Visual Flight Rules (VFR) air traffic control activities, including Airfield Fuel Services, and the assumption of full responsibility of the Government-provided Bicycle Lake Airfield facility located on the NTC and Fort Irwin, California. The requirement includes the provision of support for functional operations of the NTC and Fort Irwin Bicycle Lake Army Airfield inclusive of selected Air Traffic Services, Remote Site Services for aircraft refueling, and ATC services. The support services also include the provision of refueling and other related services for assigned and transient aircraft, operations and maintenance of Government-furnished static and mobile fuel facilities to provide aviation fuel services to all Fixed Wing (FW) and Rotary Wing (RW) aircraft approved to operate in the Fort Irwin airspace. NTC airfield operations at Bicycle Lake Army Airfield at Fort Irwin and associated locations provide essential support for combined arms maneuver training, medical evacuation, joint service exercises, and contingency mission for civilian assistance. Airfield operations maintain control of airspace and civilian and multi-service air resources at the NTC and those using NTC airspace. All military personnel assigned or attached for duty at the NTC, selected DA Civilians, and rotational units use the services provided at the Bicycle Lake Airfield. This requirement would be solicited as a Best Value procurement utilizing Low Price Technically Acceptable procedures. The Government intends to award a Firm Fixed Price (FFP), option year contract, which includes one phase-in period of thirty (30) days, one (1) base year, and two (2) option years to a responder who is deemed responsible in accordance with the FAR, as supplemented, and whose response conforms to the requirements of the solicitation, to include all terms, conditions, and other information required. NAICS Code: The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 488119. Set- Aside: The requirement will be solicited as a Small Business Set Aside. All responsible sources may submit a proposal in response to the solicitation when it is issued (NOT this pre-solicitation notice). All communications shall be submitted in writing to alejandro.moreno.mil@mail.mil or marie.g.velez.civ@mail.mil. The anticipated award date is 21 August 2015. Contractors shall not contact any other Government personnel regarding this notice or the Bicycle Lake Army Airfield requirement other than the individuals designated above. Contacting any Government personnel other than the individual designated above may result in an organizational conflict of interest (OCI) and may result in a contractor being excluded from the competition and consideration for award. This is NOT a request for proposals, an authorization to begin work, and does NOT commit the Government to purchase any services. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of any responses to this notice.
