This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number AG-82AK-S-15-0017 is being issued as a request for proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. This project is set aside for small business concerns under NAICS code 115310 Support Activities for Forestry, small business size standard $7.5M. The intent of this contract is to apply herbicides to approximately 147 combined acres of Canada thistle, Russian Knapweed, hoary Cress (short white top), perennial pepper weed (tall white top, ironweed), cheat grass, Oxeye Daisy or other noxious weeds or invasive weed species listed by the State of Colorado. Project sites are located on the Rio Grande National Forest in South central Colorado. Item 1 - Conejos Peak Ranger District-noxious weed treatment, 59 acres Item 2 - Divide Ranger District-noxious weed treatment, 88 acres Period of Performance: approximately July 6 - September 15, 2015 The following provisions apply to this acquisition Provision 52.212-1, Instructions to Offerors-Commercial Provision 52.212-2, Evaluation -Commercial Items Provision 52.212-3, Offeror Representations and Certifications-Commercial Items The following clauses apply to this acquisition: Clause 52.212-4, Contract Terms and Conditions-Commercial Items Clause 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items Additional applicable clauses can be found on page 21 of the solicitation package. AGAR 452.209-71 Assurance Regarding Felony Conviction or Tax Delinquent Status for Corporate Applicants-Alternate 1 (FEB 2012) and AGAR 452.209-70 Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Alternate 1 (FEB 2012) apply to this acquisition. Offerors shall submit their proposals(s), in accordance with the instructions on page 44 of the solicitation, in the following format and the quantities specified: a. One original technical proposal which includes-Schedule of Items, pg 5; FAR 52.212-3, pg 29-42, if offeror has not completed the electronic Reps/Certs and ORCA online; AGAR 452.209-70, pg 43-complete all blocks; one copy of the technical proposal, see page 48. Offerors must be registered in SAM/ORCA (see Clause 204-7 for registration information or go to website www.sam.gov). SAM registration must be completed to receive contract award. Offerors must respond to all criteria requested. B. Submit proposals no later than JULY 2, 2015, 10:00 am, MDT Email submission of proposals is preferred and acceptable as long as all required information is submitted, including required signatures.
