- The National Aeronautics and Space Administration (NASA) Ames Research Center (ARC) plans to issue a Request for Proposal (RFP) for the following Commercial services: Ames Professional Administrative Support Services (APASS) for onsite support services to be provided at ARC, Moffett Field, CA 94035. This pre-solicitation synopsis is issued to replace Request for Information (RFI) synopsis entitled R--RFI - AMES PROFESSIONAL ADMINISTRATIVE SUPPORT SERVICES, APASS-RFI-2014-L, which was posted on Jul 30, 2014. NASA Ames Research Center plans to set this procurement aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The NAICS Code and Size Standard are 561110 and $7.5M, respectively. The tentative APASS procurement schedule is shown below: Issuance of RFP: on or about June 23, 2015. Pre-Proposal One-on-One meetings with potential Offerors: approximately one week after posting of RFP. Proposals Due date: on or about July 27, 2015. NASA Ames Research Center plans to issue a single- award, performance-based contract with a Firm-fixed price (FFP) contract management line item and FFP Indefinite Delivery/Indefinite Quantity (IDIQ) task orders. The period of performance of this procurement is planned to commence approximately thirty-days before the expiration date of the BOATS contract (NNA10DE58C) to allow for a phase-in/phase-out period. The base period is planned to begin at the end of the phase-in period and continue through 24 months after the effective date of this contract. Therefore, the base period of performance is planned to be 23 months. The first option of this contract is planned to be 12 months from the end of the base period. The last option period is planned to be 24 months in length and commence at the end of option period 1. Evaluation of proposals will be inclusive of options. NASA Ames Research Center plans to evaluate proposals based on three (3) evaluation factors: Management Approach, Past Performance, and Price. Of the three evaluation factors, Management Approach is moderately more important than Past Performance, and Past Performance is slightly more important than Price. Management Approach and Past Performance, when combined, are significantly more important than Price. NASA Ames Research Center is developing these three evaluation factors. Below are brief descriptions of the three factors: ***Management Approach: The contractors management approach critically impacts the quality of the work being offered, and the ability of the contractor to accomplish the requirements. The offeror is planned to be required to provide the following in its management approach description: Organizational Structure and Contract Management; Staffing, Recruitment, Retention, and Training Plan; and Phase-in Plan. ***Past Performance: The Government plans to utilize the information submitted in the response to the RFP, including contractor-provided past performance data and their customer responses to past performance questionnaires. The Government also plans to consider records on Contractor Performance Assessment Reporting System (CPARS), information retrieved from the Federal Past Performance Information Retrieval System (PPIRS), and any additional sources of information available. Past performance information is planned to be used to assess the extent to which contract objectives have been achieved on comparable or related projects. For newly-formed businesses having little or no company experience, the past performance of a predecessor firm, the companys principal owner(s) or corporate officer(s) may be considered. ***Price: The Government plans to evaluate each offerors proposed price, including all options, for completeness and reasonableness. _____________________________________________________________ In order for the potential offerors to better understand the previously posted Draft Statement of Work (DSOW), below are brief descriptions of some current contract task orders (CTO) from BUSINESS OPERATIONS AND TECHNICAL SERVICES (BOATS) contract (Contract # NNA10DE58C). The current expiration date of BOATS contract is October 17, 2015. Descriptions of some (not all) BOATS' CTOs that are most likely to be continued under APASS contract: 1. Executive Admin and Management Support -Task Requester: Office of the Director of Science. -Task Description: General administrative support; Support meetings, conferences, scientific activities and travel; Develop reports, calendars, scheduling for efficient management oversight of directorate research and technical activities; Coordinate with Center Directors office for events; Create presentations from technical spreadsheets; Assist employees with meetings, safety program, training and travel requests; Maintain files and records, project documents, inventory of equipment. 2. Library Support -Task Requester: Logistics and Documentation Services Division. -Task Description: Professional library services: Support the government in ensuring that scientists and the public can readily find and share research results; Verify bibliographic data; Maintain records that identify order status and claim materials not received; Maintain the Centers holding records for all electronic journals; Process and add purchased electronic materials or links to the library Web site; Catalog, classify and add book materials to the collection; Ensure library materials are accessible to library customers. 3. Human Resources Support -Task Requester: Office of the Director of Human Capital. -Task Description: Provide personnel management support services to Center organizations; Support the Centers various award and recognition activities; Serve as Centers point of contact for relocation programs; Support all staffing/recruitment activities; Support high school, college and graduate student programs; Provide consultation, course design and delivery, and evaluations for leadership development programs and projects; Support Employee Development and Training programs and projects. 4. Diversity and Equal Opportunity (EO) -Task Requester: Office of Diversity and Equal Opportunity (ODEO). -Task Description: Compile, develop, maintain, monitor and analyze workforce demographic data; Track, maintain and record diversity statistics for the Center; Perform standard deviation and parity analysis of the Center's workforce and compare with external labor force; Support the preparation of documents and reports pertaining to EO counseling; Support for composing and monitoring compliance with the ODEO strategic management plan; Support for composing the strategic plan matrix for EO and diversity programs; Support for diversity and EO research data. _____________________________________________________________ The Interested Parties List for this procurement has been updated periodically as an attachment of the above-mentioned RFI, APASS-RFI-2014-L.
