- This solicitation announcement is prepared and posted in accordance with Federal Acquisition Regulation (FAR) Subpart 5.1 to notify potential Offerors of a competitive solicitation for proposals for the Defense Microelectronics Activity (DMEA). Solicitation number HQ0727-15-R-JW03 requests Contractor proposals and pricing, and plans to provide and install cameras, lighting, conduit, cabling, and perform trenching. Which meet all California Building Standards Codes. Contractors shall provide all materials, labor, plans, tools, equipment, transportation, supervision, management, quality assurance, engineering, surveying, technical design support, and all other construction services required to complete the project. The Contractor shall have a valid C10 "Electrical" license from the State of California Contractors State License Board and any subcontractors shall be board certified in their respective disciplines, i.e. any Earthwork and Paving shall be done by a C12 licensed Earthwork and paving Contractor. ALL on-site Contractor personnel must be US citizens; the DMEA facility is access controlled and all personnel are required to have a background check in advance of beginning work at the site. This solicitation closes 0900 (9:00 a.m.) Pacific Standard Time (PST), Tuesday, 21 July 2015. A mandatory site visit will be held at 4234 54th Street, McClellan, CA 95652-2100 at 1000 (10:00 a.m.) PST, Wednesday, 24 Jun 2015. Attendance requests must be received by 1500 (3:00 p.m.) PST, 22 June 2015 to be processed for site clearance. Additionally the site visit is mandatory in order to receive a copy of the detailed request for proposal. The following information is required to request a ite visit at least 24 hours prior: i) Name(s) of individuals ii) Company iii) Phone number iv) Job Title v) U.S. Citizen (Required) The Government intends to make a single contract award under FAR Parts 36 and 15 with a firm-fixed-price contract line item for construction services, as a result of this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1)Technical (2)Schedule (3)Price Technical and schedule, when combined, are significantly more important than price. Offerors will propose the contract period of performance. Construction is expected to begin in August or September 2015. Work will be performed at the DMEA facility located at 4234 54th Street, McClellan, CA 95652-2100. The Government estimates the magnitude of construction to be within the range of $250,000 to $500,000. The North American Industrial Classification System (NAICS) Code for the requirement is 238210 for Electrical Contractors and Other Wiring Installation Contractors. The small business size standard, as defined by the U.S. Small Business Administration, is $15 Million. The proposed procurement is set-aside for small business concerns. Offerors must be registered as a small business concern for NACIS 238210 in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be considered for award. Solicitation provisions and clauses are those in effect through Federal Acquisition Regulation Circular 2005-82. Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) apply as outlined in the attached solicitation.
