- TITLE: Reprocurement of Medical Simulation (MED SIM) Mobile Urban Operations Training (MUOT) System due to Termination for Default PROGRAM DESCRIPTION: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Training Devices (PM TRADE), Product Manager for Digitized Training (PM DT) has a validated requirement to field a Medical MUOT at Camp Ripley, MN. ACQUISITION APPROACH: This action will be awarded in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark. The intended awardee is Gulfstream Steel and Supply, a Small Business under NAICS 423510 with a size standard of less than 500 employees at 301 US Highway 17 S., Holly Ridge, NC 28445-8788. The award is for reprocurement of a Medical Simulation Mobile Urban Operations Training System to be delivered and installed at Camp Ripley, MN by current subcontractor (Gulfstream Supply and Steel) due to Termination for Default of prime contractor. Gulfstream Supply and Steel is determined by the Government to be the only responsible source for this supply because award to any other contractor would result in substantial duplication of costs which are not expected to be recovered through competition. Specifically, the award to Gulfstream Steel and Supply eliminates any efforts in design, engineering, data submissions and manuals that an award to any other contractor would be cost prohibitive due to the duplication of sunken costs already realized by the Government. NAICS Code: 423510 PERIOD OF PERFORMANCE: No more than 12 months after contract award. ESTIMATED DOLLAR VALUE: Approximately $300K RESPONSES REQUIRED: This notice is being provided to verify that no other sources can meet this requirement given the materials required to meet the current need for this effort. This notification is provided for contractors interested in teaming/subcontracting opportunities. DISCLAIMER: This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. No funds are available to pay for preparation of responses to this notification. The Government will use any information received by the closing date of this notice to determine whether other sources are available and capable to satisfy this requirement. All responses shall be sent via email to Contract Specialist, Mr. Marcus S. Overbay at marcus.s.overbay2.civ@mail.mil. The deadline for submission is 2:00pm (EST) on 07 July 2015.
