- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) intends to award a contract on a sole source basis to Logistics Management Institute (LMI) upon the basis of the authority provided at FAR 13.501(a)(1)(i). ERDC-CERL intends to purchase Legacy Project Tracker (TRACKER) technology enhancement and support for the Environmental Management Directorate, Office of the Secretary of Defense (OSD). Required services include migration of the existing TRACKER system to current SQL Server requirements, major code modifications to add functionality, and follow-on maintenance and hosting support. Logistics Management Institute (LMI) has been identified as the only acceptable source for this requirement. Previous attempts to compete the annual basis maintenance requirement have resulted in LMI being the only source meeting the qualification requirements. As the incumbent for the minor maintenance services LMI is the only source with the background knowledge of TRACKER necessary to complete this migration. LMI developed TRACKER and has maintained the program over its entire 20-year life cycle. LMI has an intimate knowledge of the business processes that TRACKER captures for the Department of Defense, which include proposal management, product archiving, technical reporting and status checks. LMI is uniquely qualified to leverage its existing knowledge of the system to ensure it stays active and functional during this required migration. Use of another vendor would require an unacceptable amount of catch-up time to gain familiarity with LMI's coding, which would detrimentally slow the critical business processes referenced above. Since the migration is for existing code written by LMI (rather than new code), LMI is uniquely qualified to fix inconsistencies as they occur and perform minor adjustments as needed during this migration process. The associated North American Industry Classification System (NAICS) code is 541511, which has a size standard of $27.5 million. This is not a small business set aside, as this Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.
