- June 22, 2015 - The presolicitation notice for the North Elk Ridge Aspen Fence Construction project, located on the Monticello Ranger District of the Manti LaSal National Forest is posted. Project Magnitude is estimated to be in the following price range: $25,000 to $75,000. The North Elk Ridge Aspen Fence project is located near the Sego flat, Gooseberry guard station and Duck Lake areas of the Monticello Ranger District of the Manti LaSal National Forest in San Juan County, Utah. Location is approximately 35 miles from Blanding, Utah. Area can be accessed by going South on Highway 191 from Blanding and taking Highway 95 going West for approximately 6 miles and taking Forest Roads 092 and 088 to the project area. The North Elk Aspen Fence construction project consists of the contractor furnishing all labor, transportation, equipment, and tools to construct approximately 3.9 miles of Aspen Fencing, in 5 separate fences. The Forest Service will supply all materials. Materials will be located in the town of Monticello, Utah. Contractor will need to transport materials to the project work sites. Fencing will consist of a 7.5 foot high plastic mesh fence, using 10 foot metal "T" posts, metal "H" and angle braces. The purpose of this fence is to exclude deer, elk and cattle to allow for aspen regeneration. Contractor furnished material is not required, however if a contractor chooses to use other material, such as tie wires, etc., costs will be the responsibility of the contractor. Any other materials used will need to be approved by the Forest Service. The project is located in an Aspen/Ponderosa pine community type with some oak brush. Fence line locations have been sawed out and cleared by the Forest Service for approximately 10 feet wide. Fence line locations are flagged with pink flagging. Terrain is generally a flat mesa top, with the exception of one location that crosses a big draw. Generally, equipment such as a bobcat or small tractor can access the fence line locations in all locations except one location that may require some areas to be constructed by hand. A mechanized piece of equipment with a post pounder, auger and rock drill is highly recommended. A formal pre-bid conference tour is not scheduled. Work is expected to begin the summer of 2015 with 90 calendar days for contract performance after issuance of a Notice to Proceed. It is ESTIMATED that the sollicitation package will be posted on or around July 1, 2015 and that the quotes due date will be August 3, 2015 at 1:00 p.m. Mountain Time.
