Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. (II) The solicitation number is 15-OCIO-CIO-NAT-0295 and is issued as a Request for Quotations (RFQ). (III)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-82. (IV)The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 with a small business size standard of 27.5 Million. This acquisition is set unrestricted and is NOT aside for small businesses. PURPOSE The U.S. Department of Labor, (USDOL), Office of the Assistant Secretary of Administration Management (OASAM), Office of the Chief Information Officer (OCIO), is responsible for the information technology infrastructure for DOL enterprise wide products and services. 2. BACKGROUND Oracle software tools assist OCIO in meeting its mission critical goals. The Oracle Database and Web Application Servers are used for architectures that support OCIO hosted applications. The Oracle products are used to provide information to Federal, public, and legislative constituents through an internet interface. Department personnel, as well as the public, depend on Oracle Web servers to access these databases through the Internet and Intranet. This Oracle licensing is critical to the delivery of agency resources for program and services and ensures compliance with Oracle's licensing scheme based on new hardware. Oracle maintenance support is required for security updates to meet security requirements. Oracle support provides the OCIO with rights to product upgrades, maintenance releases, patches, documentation and access to Oracle's knowledge base of solutions. In addition the Software Updates License & Support provides OCIO with around the clock technical assistance for all Oracle products via telephone or online. Oracle maintenance also provides OCIO improved diagnoses and resolution time through proactive services. The absence of these tools would have a detrimental effect on OCIO's ability to support the DOL agency missions, including the delivery of agency program and services to the public. 3. SCOPE OF WORK The scope of work is to provide maintenance support for 2,000 Non Employee User licenses and 10 Employee User Perpetual Software licenses of the Oracle Identity & Access Management Suite -for use by the OCIO. (Attachment A in VI of combined synopsis/solicitation). The scope of work for this procurement is to provide Enterprise Software Support and Enterprise Updates Subscription Services for enterprise licensed Oracle software products previously managed by the OSHA agency, now under management of the Department of Labor OCIO (Attachment A). 4. STATEMENT OF WORK Under this Statement of Work (SOW), the vendor shall transfer and provide software maintenance, product services, telephone support, software updates and security patches for Oracle Products now owned and managed by the DOL OCIO (reference CSI#3228916). 5 SECTION 508 REQUIREMENTS. If applicable, the contractor shall be required to operate under reasonable accommodations for special needs employees pursuant to recent legislation. OSHA shall be responsible for procuring any necessary equipment and software needed by special needs employees utilized by the Contractor. 6 DELIVERABLES Maintenance and support services identified in Appendix A, are to be provided to the OCIO Enterprise Services Division in support of various DOL agencies and their locations. • 24x7 Product Support service to respond to product specific questions about installing and operating Oracle software products. • Product Support Account information and access to MetaLink must include and transferred to OCIO Enterprise Services. •Provide OCIO designated contacts direct access, by telephone or the web, to a technical analyst for problem resolution, bug reporting, and technical guidance on a 24x7 basis. • Provide Oracle product upgrades, maintenance releases and patches released during the subscription period and distributed on CD Packs or available for download from MetaLink. Upgrades shall be the latest available product releases and documentation. • Communications or notification about account is to be emailed to DOL OCIO points of contact. Please reference Section VI below for contact information. • Product updates and reissuances shall be available and accessed by OCIO for all management of the OSHA specific account via the web site. 7. PERIOD OF PERFORMANCE The Period of Performance is for 12 months. Technical proposals are being evaluated based on personnel qualification and/or educational requirements of proposed personnel. To be technically acceptable offeror must meet qualification(s) in section VI. Registration information can be found at www.sam.gov. 52.217-8 -- OPTION TO EXTEND SERVICES (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of the contract expiration. DOLAR 2952.201-70 CONTRACTING OFFICER'S REPRESENTATIVE (COR) (MAY 2004) (a) TBD is hereby designated to act as contracting officer's technical representative (COR) under this contract. (b) The COR is responsible, as applicable, for: receiving all deliverables; inspecting and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this contract; providing direction to the contractor which clarifies the contract effort, fills in details or otherwise serves to accomplish the contractual scope of work; evaluating performance; and certifying all invoices/vouchers for acceptance of the supplies or services furnished for payment. (c) The COR does not have the authority to alter the contractor's obligations under the contract, and/or modify any of the expressed terms, conditions, specifications, or cost of the agreement. If, as a result of technical discussions, it is desirable to alter/change contractual obligations or the scope of work, the contracting officer must issue such changes. Third party vendors will NOT be accepted. The vendor shall quote ALL items; provide any additional authorized reseller/certification letters to be eligible for award. A vendor's failure to attach all proper documentation requested in the RFQ will NOT be considered for award.
