Facility Survey Vol2_Part1 J 9. Facility Survey Vol1_Part1 Clearfield RFP JUNE 2015 This procurement is Unrestricted. The Request for Proposal (RFP) for the continued operation of the Clearfield Job Corps Center (JCC), at 20 West 1700 South, Clearfield, Utah, 45418, is available. The resultant contract will cover the period of two base years, plus three Government unilateral option years. Following review of contract performance, the options years are approved unilaterally by the U.S. Department of Labor. The Clearfield JCC has a capacity of 1002 students (694 residential males, 272 residential females, with 18 non-residential male and 18 non-residential female students). Job Corps is a comprehensive and individualized residential program based on the Career Development Services System (CDSS) model. CDSS components are Outreach/Admissions, Career Preparation, Career Development, and Career Transition. Job Corps targets disadvantaged and at-risk youth ages 16 through 24, and emphasizes long-term employability by providing academic and career technical training, along with support services. The contractor shall provide academic and career technical training, operate counseling and residential living programs, and provide support services to include: wellness, student employability records, behavior management and incentive system, clothing issue, mail and legal services. The contractor shall also provide overall center management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. All activities will be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. Proposals in response to this RFP will be due no later than 12:00PM (noon), Eastern Time, on Monday, August 3, 2015, at the following address: U. S. Department of Labor, Employment and Training Administration, Office of Contracts Management (OCM), 200 Constitution Avenue, NW Room N4643, Washington, D.C. 20210. The U.S. Department of Labor will consider proposals from all responsible offerors. All responsible sources may submit a proposal that will be considered by the agency. The Pre-Proposal Conference shall be held on July 10, 2015 at 9:00AM MDT, at the Clearfield Job Corps Center, located at 20 W 1700 S, Clearfield, UT 84016.
