- Technical Evaluations First Impressions Program Guide PDF/Flipbook (SOW) This is a COMBINED SYNOPSIS/SOLICIATION for commercial items prepared in accordance with the format in the Federal Acquisitions Regulation (FAR) Part 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," and 13.106, Soliciting Competition, Evaluation of Quotation or Offers, Award and Documentation as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is a Request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 541310 - Architectural Services with a small business size standard of $4.5M annual gross receipts for a period of three (3) years. THIS IS A 100% SMALL BUSINESS SET-ASIDE. The General Services Administration (GSA), Public Buildings Service (PBS), Office of Acquisition Management, Acquisition Services Division (PGQ), Office of the Chief Contractor and Construction Programs (OCA-CP), is seeking professional services to consolidate First Impressions Program Literature, projects, and program lessons learned; to create, deliver, and publish to the GSA website, a First Impressions Program Guide Flipbook. All interested companies shall provide quotation(s) for the attached Statement of Work (SOW). Award shall be made to the contractor whose quotation offers the best value to the government. The government will evaluate information based on the attached evaluation factors. Submission of Quotation: The Contractor's quotes is due on or before Tuesday, July 14, 2015 by 2:00pm EST. All questions are due on or before 11:00am E.S.T., Monday, July 6, 2015. Quotes will be evaluated based on best value to the government. Contractors must submit their final quotes for evaluation. Quotes must be emailed to collette.scott@gsa.gov. Contractors' quotes should be submitted in a PDF file. The following Federal Acquisition Regulation (FAR) provisions are hereby applicable and incorporated by reference: 1) The provision at 52.212-1, Instructions to Offerors - Commercial Items; and 3) The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Offerors shall include a completed copy of the Online Offeror Representations and Certifications Application. A completed copy of the Representations and Certifications should be included with the quote. The following Federal Acquisition Regulation (FAR) clauses are hereby applicable and incorporated by reference: 1) The clause at 52.212-4 Contract Terms and Conditions - Commercial Items; and 2) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes o r Executive Orders - Commercial Items; 3) The clause at 52.225-13, Restrictions on Certain Foreign Purchases; and 3) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (ALT I). The following General Services Administration Acquisition Manual (GSAM) clauses are hereby incorporated by reference: 1) The clause at 552.212-71, Contract Terms and Conditions Applicable to GSA Acquisition of Commercial Items is hereby incorporated by reference; clauses, 552.215-70, 552.228-70, 552.229-70, 552.232-70, apply to this solicitation and any resultant contract. SYSTEM FOR AWARD MANAGEMENT INFORMATION: The System for Award Management (SAM) is a new system that consolidated CCR, ORCA and EPLS. Contractors are required to be registered in the System for Award Management (SAM) government system prior when they prepare their offer to ensure the registration in the SAM database is complete and in-place should they be selected for the award. In the event an offeror is not registered in SAM at the time the contracting officer is ready to award the contract, the contracting officer will roceed to the next eligible successful offeror. Refer to FAR 52.204-7, System for Award Management (Previously Central Contractor Registration), "If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror."
