US Army Communications-Electronics Command (CECOM) Security Assistance Management Directorate (SAMD) is seeking sources able to provide Thermal Weapon Sights for Foreign Military Sales. CECOM SAMD currently holds Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts for PAS-13 Light, Medium, and Heavy Thermal Weapon Sights and is considering similar follow-on contracts for these and/or equivalent thermal devices. Thermal Light Weapon Sight (LTWS). Sources are sought for LTWS, being the PAS-13(V)1, and/or equivalents, replacements, upgrades and newer models. A candidate LTWS is any thermal device meeting or exceeding the following salient characteristics nominally based on the PAS-13(V)1: Salient Characteristics: Resolution: Recognition range (70%Prob. - moving man) 500m/1500ft Pixel Count: 320 x 240 Pixel Pitch: greater than or equal to 25 micron Spectral Response: 8-12 micron Detector: VOx Uncooled Microbolometer Field of View (FOV): wide greater than 15 degrees Field of View (FOV): narrow greater than 6 degrees with 2x zoom Operating Temperature: -37 degrees C to +49 degrees C Storage Temperature: -46 degrees C to +71 degrees C Display Resolution: 640 x 480 Individual eye correction. Weapon Mount Adapter: Picatinny MIL-STD-1913 Size: not to exceed 30 x 9 x 15 cm/ 13 x 4 x 6 in Weight: not to exceed 1.0 kg / 2.25 lbs (with batteries) Thermal Medium Weapons Sight (MTWS). Sources are sought for MTWS, being the PAS-13(V)2, and/or equivalents, replacements, upgrades and newer models. A candidate HTWS is any thermal device meeting or exceeding the following salient characteristics nominally based on the PAS-13(V)3: Salient Characteristics: Resolution: Recognition range (70%Prob. - moving man) 2000m/6000ft Pixel Count: 640 x 480 Pixel Pitch: greater than or equal to 25 micron Spectral Response: 8-12 micron Detector: VOx uncooled microbolometer Field of View (FOV): wide greater than 8 degrees Field of View (FOW): narrow greater than 2.5 deg with 2 x zoom Operating Temperature: -37 degrees C to +49 degrees C Storage Temperature: -46 degrees C to +71 degrees C Display Resolution: 640 x 480 Weapon Mount Adapter: Picatinny MIL-STD-1913 Size: not to exceed 45 x 13 x 18 cm/ 18 x 7 x 9 in Weight: not to exceed 2.25 kg / 4.25 lbs (with batteries) Answering this Market Survey Responses can be for all, one, or some of the three classes of thermal weapon sights. Responses should identify the interested Offeror, a candidate thermal weapon sight and its nominal type (light, medium, heavy, or combination thereof), and whether the Offeror is the original manufacturer or a distributor. Candidate thermal weapon sights do not necessarily need to be from the PAS-13 family. Each candidate thermal weapon sight shall be described by a data sheet enabling comparison with the salient characteristics listed above. Offerors may freely add additional information pointing out their capabilities and features of their items. No costing or pricing is required at this time. Responses may be by electronic media sent to the email address provided herein. The responses to this market survey will be used for informational purposes only. The information will be used to help inform the Government of possible courses of action regarding a multi-year ID/IQ to procure either one or several types of thermal weapon sight for Foreign Military Sales customers. This is not a screening information request or request for proposal of any kind. The US Government is not seeking or accepting unsolicited proposals. The Government will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the future competitions has not been determined. The Government may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.
