- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS IS A REQUEST FOR PROPOSAL The U.S. Army Medical Research Acquisition Activity (USAMRAA) on behalf of its customer activity, the U.S. Army Medical Materiel Center, Europe (USAMMCE) has recurring requirements for medical consumable and disposable items. Most of these items are issued by USAMMCE to fulfill needs at hospitals and clinics in Europe and the medical units stationed and deployed throughout Southwest Asia. In accordance with Federal Acquisition Regulation (FAR) Part 13.303-2, USAMRAA and Contractor(s) will enter into a Blanket Purchase Agreement (BPA) under the terms and conditons of Simplified Acquisitions. BPA's shall also support any agency within the Department of Defense Medical Community. The Government's objective is to award at least three, but possibly more BPAs. These BPAs will not be used to supply the building of sets, kits and outfits but may be used to order replacement items for the sets, kits and outfits once they have been deployed to their using units. Usually the requirements from USAMMCE are urgent and cannot be filled by the normal medical logistics supply chain using Defense Supply Center Philiadelphia, Electronic Catalog or the Prime Vendors. The Government seeks to establish acquisition relationships with medical consumable distributors who have established relationships with many manufacturers in order to offer to the Government a streamlined, cost effective, and efficient manner in which to purchase many different types of medical consumable products. Establishing these BPAs does not preclude the Government from establishing contracts directly with manufacturers of products, which are deemed to be sole source items that will be used and ordered in bulk quantities. This solicitation is set aside for small businesses under NAICS 339112, Size Standard 500.
