- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. NASA/GRC has a requirement for a rapid-quench melt spin caster system for the processing of amorphous magnetic alloys (Fe,Ni,Co-based) and other materials. The system must have the following capabilities: - Induction melting system for production of rapidly solidified amorphous or nanocrystalline ribbons using ceramic crucibles (boron nitride and quartz) in high vacuum (<10-5 mbar) or inert gas atmosphere (pressures up to 1000 mbar). - Capable of melting a charge of at least 60 grams (based on Fe) and ribbon widths of at least 17 mm. - System should include: -- Induction power supply with 12.0 kW Rf power and frequency 50 200 kHz. -- High vacuum pumping system with 2-stage turbomolecular pump capable of ultimate pressure < 10-10 mbar -- High vacuum measuring system with range of at least 5x10-9 mbar to 1000 mbar -- Digital infrared radiation pyrometer for contactless temperature measurement of the melt with measuring range of at least 500 1700 C. Must be capable of measuring the true temperature under critical conditions, i.e. in case of absorption of smoke within the measuring path, mist on viewing glasses, small samples which do not illuminate the fibre optic cable and optic systems. With software for data recording and graphic representation. -- Automatic crucible positioning and melt pressurization system. The crucible positioning control must have 2 adjustable end positions, i.e. one for melting in the crucible within the inductor system, but away from the spinning wheel to prevent possible heating up of the wheel due to induction. The other end position defines the distance between crucible slit and wheel surface. During operation, the crucible will automatically stop at these positions when the control is actuated. When, after melting, the crucible is lowered to the ejection position, the generator is cut off. When the end position is reached, the melt is blown out onto the wheel immediately. -- Water cooled copper wheel with copper mantle. With speed range of at least 300 2700 rpm. Consisting of hermetically closed, high-vacuum tight, frequency-dependently controllable induction motor with water cooling, with electronic frequency converter and continuous nominal speed value regulation and high-vacuum tight, ferrofluidic rotary feedthrough, precision bearings, and connections for cooling water for the spinning wheel. -- Recirculating water chiller with capacity sized for the operation of all components on the melt spin system. -- Ribbon deflector for water cooled wheel. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The provisions and clauses in the RFQ are those in effect through FAC2005-26, this can be found via the internet at URL: http://nais.nasa.gov/far. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135-3191 is required within 30 days ARO. Delivery shall be FOB Destination. Offers for the items(s) described above are due by close of business Monday, July 13, 2015 to brianna.l.artino@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act - Supplies," the offeror shall so state and shall list the country of origin. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance.
