- Brand Name Justification - Echoview This is a combined synopsis/solicitation for one year extension to the Echoview Upgrade and Support Agreement (EUSA) for the following modules, Base, Bathymetric, Analysis Export, Virtual Echogram, Fish Tracking, and Stationary Sonar, and is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is issued as a Request for Quote (RFQ), unless otherwise indicated herein. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is unrestricted and only qualified offerors may submit quotes. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-82. The North American Industry Classification System (NAICS) code for this acquisition is 511210 and the size standard is $38.5M. Bureau of Reclamation intends to negotiate on a brand name basis for the Echoview Upgrade and Support Agreement (EUSA) for the following modules, Base, Bathymetric, Analysis Export, Virtual Echogram, Fish Tracking, and Stationary Sonar. These modules meet all requirement needed by Reclamation. You must be the manufacturer or authorized reseller of Echoview software to respond to this RFQ. The Government reserves the right to cancel this solicitation, with no obligation to the vendor by the Government. Bid MUST be good for 30 calendar days. The provision at 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a firm-fixed contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, Lowest Price Technically Acceptable. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. FOB Destination shall be Denver, Colorado 80222. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
