- **NOTE: TO MAXIMIZE INDUSTRY FEEDBACK, THIS NOTICE INCORPORATES INFORMATION TO BE DISSEMINATED ACROSS SEVERAL NAICS CODES. AS SUCH, SOME VENDORS MAY ENCOUNTER THIS NOTICE MULTIPLE TIMES. FOR THOSE VENDORS, ONLY ONE RESPONSE SHOULD BE SUBMITTED TO THE GOVERNMENT. 1. PURPOSE On behalf of the U.S Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), the Army Contracting Command (ACC) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in supporting the requirements of the Training, Instructor, Operator Support Services (TRIOSS) acquisition. This sources sought seeks to gain an understanding of available training capabilities and viable approaches to challenges that may be encountered in implementing a multi-faceted Instructor and Operator (I/O) services acquisition. THIS SOURCES SOUGHT IS PRIMARILY INTENDED FOR SMALL BUSINESS; however, large businesses are permitted to respond. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more qualified small businesses do not respond with information to support the set-aside. Accordingly, small businesses in all socioeconomic categories (including 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to respond with capabilities and recommendations in meeting this requirement. 2. BACKROUND The requirements within TRIOSS are currently being satisfied by PEO STRI through existing IDIQ contract vehicles. Based on the results of the Army TADSS Maintenance Program (ATMP) Request for Information (RFI) modification/amendment posted on 17 November 2014, PEO STRI is considering setting this requirement aside for small businesses to follow-on existing Training Aids, Devices, Simulators and Simulations (TADSS) related I/O support services, if market research supports doing so. The anticipated Period of Performance (PoP) is a base period of twelve (12) months, beginning in the third quarter of 2017, with at least two (2) and potentially four (4) one-year option periods. The Government is considering the inclusion of one, some, or all of the following North American Industrial Code System (NAICS) codes as part of its strategy: a. Sector 54 - Professional, Scientific and Technical Services i. 541990 - All Other Professional, Scientific, and Technical Services, with an associated size standard of $15M in average annual receipts. b. Sector 61 - Educational Services i. 611310 - Colleges, Universities, and Professional Schools, with an associated size standard of $27.5M in average annual receipts. ii. 611430 - Professional and Management Development Training, with an associated size standard of $11M in average annual receipts. iii. 611710 - Educational Support Services, with an associated size standard of $15M in average annual receipts. This potential contract would require rapid execution (e.g. 3-6 week turnaround for proposal preparation, negotiations and award of task orders and change orders as they arise). Associated task orders will require the contractor(s) to provide a highly competent and culturally sensitive workforce capable of satisfying a breadth of unique services located at both CONUS and OCONUS locations, under multiple task orders, with overlapping performance periods. A sound management approach will be required to efficiently manage the complexity and vast scope of this requirement. Further analysis is being conducted to determine an accurate potential ceiling value for this effort; therefore, the Government is not releasing any dollar values for this requirement at this time. 3. PROGRAM REQUIREMENTS The following list of programs represent historical PEO STRI TADSS-related I/O support services currently being considered for the TRIOSS acquisition. While future requirements cannot be predicted, please use the program scope provided below in answering the questions stipulated in paragraph 4 of this notice. a. MEDICAL SIMULATION TRAINING CENTERS (MSTC) i. DESCRIPTION: MSTC is a standardized family of medical training components that facilitate immersive and rigorous training in Tactical Combat Casualty Care (TCCC). The MSTC training components include a computerized bleed-breathe mannequin that is weighted and airway equipped, partial task trainers and associated equipment. Enabling technology includes audiovisual enhancements, camera surveillance capability, computer labs, and control rooms with a remotely managed training platform. ii. SUMMARY OF REQUIREMENTS: The contractor shall provide instruction and administrative management necessary to deliver scheduled medical training. iii. TRAINING FOCI: MSTC Training will primarily focus on providing Tactical Combat Casualty Care (TCCC); TC8-800, Medical Education and Demonstration of Individual Competence (MEDIC); and sustainment training for the 68W Military Occupational Specialty (MOS), and Combat Life Saver (CLS) initial training and sustainment training to non-medical personnel. iv. OTHER TRAINING: Other Army Medical Department Center & School (AMEDDC&S) approved National Registry Emergency Medical Technician (NREMT) and miscellaneous courses and training events may be taught on a site-specific basis after approval by the proponent via the AMEDDC&S MSTC Program Director through the MSTC Director/Quality Assurance Representative (QAR) or their authorized representative or Command authority. v. PLACE OF PERFORMANCE/PERSONNEL STAFFING: The contractor shall staff each MSTC sufficiently to ensure the training throughput capability to train at least 2,500 Soldiers in 68W recertification TC 8-800 requirements and/or Combat Lifesaver skills (CLS) annually using only contractor instructor personnel. The contractor shall not staff to a lesser throughput capability even if scheduled classes differ, or the number of students scheduled is lower than the aforementioned requirements, or if the installation provides military instructors. Currently the CONUS locations include -Ft Benning, GA; Ft Bliss, TX; Ft Bragg, NC; Ft Campbell, KY; Ft Carson, CO; Ft Drum, NY; Ft Hood, TX; Ft Indian Town Gap (FIG), PA ; Joint Base Lewis-McChord (former Ft Lewis), WA; Ft Riley, KS; Ft Stewart, GA; Ft Dix, NJ ; Ft McCoy, WI; Camp Atterbury, IN; Camp Dodge, IA; Camp Shelby, MS; and OCONUS locations in Ft Wainwright, AK; Vilseck, Germany; Schofield Barracks, HI; Rodriquez Range, Korea; Camp Buehring, Kuwait; and sites in Afghanistan. Other sites may be added or removed as required by the Government. b. HOME STATION INSTRUMENTATION TRAINING SYSTEM (HITS) i. DESCRIPTION: HITS supports collective maneuver training for platoon through battalion units. HITS provides position location and weapons effects data for real-time exercise monitoring and After Action Review (AAR). ii. SUMMARY OF REQUIREMENTS: The contractor shall provide training exercise support services to prepare the HITS system prior to unit arrival, collect, process, transmit, and receive real time correlated position location, and exercise data on instrumented players/soldiers in support of exercises using the HITS system. iii. PLACE OF PERFORMANCE/PERSONNEL STAFFING: Currently the CONUS locations include -Ft Stewart, GA; Ft Riley, KS; Ft Carson, CO with outlining training areas such as Pinion Canyon, CO; Ft Hood, TX; Ft Bliss, TX; Joint Base Lewis-McChord (former Ft Lewis), WA with outlining training areas at Yakima, WA; Ft Benning, GA; Ft McCoy, WI; Ft Hunter Liggett, CA; and OCONUS locations in Ft Wainwright, AK with outlining training sites; Schofield Barracks, HI; and Camp Casey, Korea. Other sites may be added or removed as required by the Government. c. DEPLOYABLE INSTRUMENTATION SYSTEM EUROPE (DIS-E) i. DESCRIPTION: DIS-E is a combination of Deployable Instrumentation Training System (DITS) for ground instrumentation of dismounted soldiers and most ground combat vehicles with over 1,000 ground players fielded. DIS-E supports both infantry, armored vehicles, and some support vehicles. ii. CAPABILITIES: Provides near real-time tracking for up to 1,500 personnel, 200 vehicles and 14 multi-room structures with remote kill/resurrect capability from any station; instruments most U.S. and multinational small arms direct-fire weapons; provides an immediate AAR creation, allowing observer controller/trainer (OC/T) and training units to observe the training event from any angle at any time; tracks operations inside buildings in Military Operations in Urban Terrain (MOUT) sites; monitors and records up to 8 tactical nets that are time-synchronized to the AAR playback; and easily deployable anywhere soldiers train. iii. SUMMARY OF REQUIREMENTS: The contractor shall provide training support of the DIS-E system to include 20-25 exercises per year ranging from Platoon STX to Battalion level FTXs at home station and supports 12 other countries. DIS-E locally supports 2 U.S. Combat Brigades and 12 Combat Support and Combat Service Support Companies to include stateside based Combat Brigades on a rotational basis. iv. PLACE OF PERFORMANCE/PERSONNEL STAFFING: The contractor shall staff sufficiently to ensure training throughput of between 25,000 to 30,000 U.S. and Multinational soldiers during the conduct of 20-25 exercises per year. Currently the OCONUS locations include Grafenwoehr, Germany and Hohenfels, Germany but deployments to other countries may be required. d. INTELLIGENCE AND ELECTRONIC WARFARE TACTICAL PROFICIENCY TRAINER (IEWTPT) i. DESCRIPTION: IEWTPT is a Non-System Training Device (NSTD) that provides proficiency training for analyst and system operators to acquire and exploit intelligence data during training, just as they would in real world operations. IEWTPT is composed of four components: a constructive simulation [JCATS/JLCCTC (OneSAF/ ERF, WARSIM/ MRF)] that feeds the Technical Control Cell (TCC) and Target Signature Arrays (TSA)/simulation interface, which are used to process the enhanced constructive information into native protocols of the organic ISR systems being stimulated, and the Human Intelligence (HUMINT) Control Cell (HCC). The TCC supports Combat Training Centers and Homestation intelligence sustainment training by merging the Live, Virtual and Constructive training environments. IEWTPT provides a realistic target environment for multi-intelligence disciplines including Signal Intelligence (SIGINT), Imagery Intelligence (IMINT), Human Intelligence (HUMINT), Counterintelligence (CI), Measurement and Signal Intelligence (MASINT), Geospatial Intelligence (GEOINT), and Open Source Intelligence (OSINT). IEWTPT must stimulate multiple systems' Target Signature Arrays (TSAs) (Tactical Unmanned Aircraft Systems (TUAS), Tactical Exploitation System (TES), Common Ground System (CGS), Guardrail Common Sensor (GRCS), Counterintelligence and Human Intelligence Automated Reporting and Collection System (CHARCS), Distributed Common Ground System-Army (DCGS-A), Aerial Common Sensor (ACS), Prophet, etc.) as well as SIGINT Quick Reaction Capabilities (QRC's). In addition, IEWTPT provides a set of exercise support tools (i.e. SIGACT Generator, SIGINT ExCON, iLOD, etc.) specific to Intelligence training. ii. SUMMARY OF REQUIREMENTS: The contractor shall set-up, configure, monitor, operate, and provide all functions encompassing planning, operation, and After Action Reviews, as dependent on existing site capabilities in support of Technical Control Cell (TCC)/ HUMINT Control Cell (HCC) operations. The contractor shall coordinate TCC and HCC support directly with units and provide instruction consistent with unit leadership guidance and training requirements. The contractor shall develop Training Support Plans to meet specific unit training objectives. Based on time and TCC operational requirements, HCC support may involve a train-the-trainer type support allowing multiple HCC operations to take place in conjunction with TCC support. The contractor shall set-up, configure, monitor, operate, and provide all functions in support of HCC operations as a stand-alone system or in conjunction with other systems. The contractor shall enter into Associate Contractor Agreement(s) with the Army TADSS Maintenance Program (ATMP) contractor as necessary to provide access to IEWTPT components and coordinate maintenance support. iii. PLACE OF PERFORMANCE/PERSONNEL STAFFING: All contractors shall have a Top Secret (TS) Clearance with eligibility for Sensitive Compartmented Information (SCI) in order to perform functions on ALL components of the IEWTPT system. The contractor shall manage clearances through the Defense Security Service (DSS) Joint Personnel Adjudication System (JPAS). The contractor, by exception may request to bring on an Individual with a Secret Clearance. In such cases, a TS (SCI) request shall be submitted immediately. As determined by the government and within a reasonable period of time a TS (SCI) clearance or interim TS is not awarded to the individual, then this will be deemed grounds for dismissal from the program. The contractor shall submit a request for Special Compartmented Access with the specific tags associated with each specific site's Special Compartmented Information Facility (SCIF). Dismissal of an employee does not relieve the Contractor from timely work performance of the contract requirements. The IEWTPT teams are required to support training based on a 40-hour workweek for a total of 50 weeks a year. The contractor should maximize the use of a flex schedule within each 40-hour workweek in order to minimize the requirement for Overtime. If the use of a flex schedule cannot support the requirements then the contractor should provide a Field Budget Estimate or Rough Order of Magnitude (ROM) to the customer in order to determine if resources are available to support the extended requirement. Contractor personnel shall be required to travel to various locations including OCONUS to support training conducted in remote modes or travel to Orlando for system update training. Planned IEWTPT locations include Yongson, Korea; Ft Huachuca, AZ; and Ft Irwin, CA. e. AIR FORCE MEDICAL MODELING AND SIMULATION TRAINING (AFMMAST) i. DESCRIPTION: AFMMAST's program mission is to develop and use advanced learning technologies and methodologies to improve medical education and training for healthcare teams and patients, for the purpose of improving healthcare outcomes. These services are focused solely on education and training efforts, and do not involve the direct evaluation or hands-on treatment of live human patients. ii. SUMMARY OF REQUIREMENTS: Support services tasks include local Simulation Program Management, Operations and Maintenance, Research Engineering, and Central Program Office (CPO) staff support. It delineates the duties, responsibilities, and deliverables for the selected Contractor personnel. The AFMMAST POC/Manager will be Chief, Medical Modernization Division (AETC/SGR), Medical Services and Training Directorate, Air Education and Training Command, Joint Base San Antonio-Randolph, TX. iii. PLACE OF PERFORMANCE/PERSONNEL STAFFING: The contractor shall staff sufficiently to ensure the training throughput capability of at least 2,500 personnel annually at each site. Currently the CONUS locations include -San Antonio, TX; Baltimore, MD; Cincinnati, OH; St Louis, MO; Camp Bullis, TX; Keesler AFB, MS; Luke AFB, Glendale/Scottsdale; Nellis AFB, NV; Travis AFB, CA; Lackland AFB, TX; Wright-Patterson AFB, OH; Eglin AFB, FL; Mountain Home AFB, ID; Joint Base Langley-Eustis, VA; Offutt AFB, NE; Scott AFB, IL; Pope AFB, NC; Ft Sam Houston, TX; and OCONUS locations in Aviano AFB, Italy; Joint Base Elmendorf-Richardson AFB, AK; Lakenheath RAF, United Kingdom; Misawa AFB, Japan; Kadena AFB, Japan; Osan AFB, Korea; Ramstein AFB, Germany; Spangdahlem AFB, Germany; and Yokota AFB, Japan. f. KOREA BATTLE SIMULATION CENTER (KBSC) 2ND INFANTRY DIVISION (2ID) SENIOR INSTRUCTOR OPERATOR (SIO) GUNNERY i. DESCRIPTION: The 2ID has a requirement to primarily support Bradley and Abrams gunnery trainers; and secondary support to Common Driver Trainers (CDT) and Live, Virtual, Constructive-Integrating Architecture (LVC-IA) exercises at Camp Casey, Korea; Camp Hovey, Korea; and Rodriguez Range, Korea based on the Customer's training needs. ii. SUMMARY OF REQUIREMENTS: The contractor shall provide operators to support the systems identified by the Government as well as support all phases of user efforts. The contractor shall also provide instruction on subject matters to support specific efforts as identified by the Government. Annual certification on the M1A2 Abrams Advanced Gunnery Training System (AGTS) and on the M2A3 Bradley Advanced Training System (BATS) is critical. iii. PLACE OF PERFORMANCE/PERSONNEL STAFFING: The OCONUS location is Camp Casey, Korea with travel to Camp Hovey, Korea and Rodriguez Range, Korea as required. g. I/O FLIGHT SIMULATORS i. DESCRIPTION: The Government has a requirement to conduct training for the UH-60 or AH64 helicopter to ensure successful operations and support of military units. ii. SUMMARY OF REQUIREMENTS: The contractor shall provide qualified personnel as instrument flight examiners and instructor pilots in the UH-60 or AH64 aircraft to perform duties as an I/O in the flight simulator only. The I/O(s) will serve as the Subject Matter Expert(s) (SME) for aircrew training manual, aviation procedures and techniques and all other areas as required. iii. PLACE OF PERFORMANCE/PERSONNEL STAFFING: The OCONUS locations are Ft Wainwright, AK and Illesheim, Germany. h. I/O ENGAGEMENT SYSTEM TRAINER (EST) 2000 i. DESCRIPTION: The EST 2000 is a training system that supports primarily Basic Rifle Marksmanship (BRM) instruction as a part of Initial Entry Training (IET). Additional instruction support include advanced rifle marksmanship training, crew-served weapon familiarization training, and tactical decision making scenarios for IET and Advanced Individual Training (AIT) soldiers, unit/installation cadre and mobilizing/deploying units and soldiers. ii. SUMMARY OF REQUIREMENTS: The contractor shall provide EST 2000 system operators to man five 15-lane and one 10-lane systems. Instructor/system operator(s) are required for each of these six EST 2000 systems. The system will also require Senior Lead Trainer(s) to monitor contractor personnel. The instructor/system operators are responsible for the operation and preventative maintenance of computer hardware, software, weapons systems, target systems, video and audio control panel operation, after action review processing and playback. iii. PLACE OF PERFORMANCE/PERSONNEL STAFFING: The CONUS location is Ft Jackson, SC. i. I/O ENGAGEMENT SYSTEM TRAINER (EST) 2000/HIGH MOBILITY MULTI-PURPOSE WHEELED VEHICLE (HMMWV) EGRESS ASSISTANCE TRAINER (HEAT) i. DESCRIPTION: EST 2000 is a training system that supports primarily Basic Rifle Marksmanship (BRM) instruction as a part of Initial Entry Training (IET). Additional instruction support include advanced rifle marksmanship training, crew-served weapon familiarization training, and tactical decision making scenarios for IET and Advanced Individual Training (AIT) soldiers, unit/installation cadre and mobilizing/deploying units and soldiers. The purpose of HEAT is to train soldiers in the proper procedures to egress from an inverted HMMSV. Conducting such training under controlled conditions will allow vehicle occupants to gain experience in the proper egress procedures. This type of training is necessary for soldiers to achieve self-control and overcome natural fear and panic following the catastrophic event when a vehicle becomes inverted in a combat or training mission. ii. SUMMARY OF REQUIREMENTS: The contractor shall provide operation, instruction, general maintenance and other administrative duties to support the EST 2000 and the HEAT Egress Trainer. iii. PLACE OF PERFORMANCE/PERSONNEL STAFFING: The CONUS location is Ft Devens, MA. The contractor shall staff sufficiently to ensure training throughput capability of a minimum of 2,200 students annually. 4. MARKET RESEARCH Companies who desire to participate in this market survey are encouraged to submit a white paper which supports the company's claim that it presently has the qualifications and capabilities to satisfy one or more of the performance and technical objectives described in paragraph 3 of this notice. Vendor responses are limited to twenty (20) written pages (MS Word format) and should include the following: a. Company Profile / Capabilities i. Company profile to include company name, office location(s), DUNS/CAGE Code number, email address, and small/large business status (i.e. - certified 8(a), Service Disabled Veteran-Owned (SDVOSB), Woman-Owned (WOSB), Economically Disadvantaged Woman-Owned (EDWOSB), or certified HubZone). Large Businesses ARE permitted to respond to this notice. ii. Company Point of Contact (POC) name, title, office address, phone number and email address. iii. Describe briefly the capabilities of your organization and the nature of the services you provide. Include a description of your background and/or your staff composition to include advanced academic degrees. Please also include professional experience of your staff. The focus of this description of capabilities is to determine if your organization has a deep understanding of training services within the defense industry. iv. Include information about your firm's ability to grow, such as available letters of credit and ability to quickly hire qualified personnel. v. Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, Government organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described herein. vi. Organization's ability to have personnel located at OCONUS locations. Does your company currently have employees working full-time, with the appropriate labor law approvals in Alaska, Germany, Hawaii, and/or Korea? If not all locations, identify where and how many employees are at each location. b. Vendor Perspective (Acquisition and Contracting Strategies) i. What would be your organization's management approach to staffing this effort with qualified personnel? ii. What is your company's ability to begin performance upon contract award, and/or do you have any recommendations as it relates to a transition period. iii. Is your company capable of providing a team composition that can support the entire scope of this requirement, while also performing at least 50 percent of the work? Explain which portion of the scope you would perform and which portion you would utilize the capabilities of teaming partners? Please consider the language at FAR 52.219-14 (c) (1) - Limitations on Subcontracting. iv. Do you have any thoughts or concerns about reserving this requirement for small businesses? Provide suggestions on how the requirement could be structured to facilitate competition by and among small business concerns. Describe any conditions, if any, that may limit small businesses from participating. v. Are there primary risk areas and/or potential issues associated with an acquisition of this type? How do you propose to mitigate these risk(s)? vi. Identify the contract type (e.g., Firm Fixed Price (FFP), Cost, etc.) you believe is appropriate for this requirement as well as any limitations to your organization's ability to propose an FFP with Cost provisions contract. vii. Identify how the Government can best structure these contract requirements to facilitate competition by and among small business concerns. viii. If a trade-off methodology is deemed appropriate in obtaining the best value, what source selection evaluation criteria would your organization recommend for this acquisition? ix. The potential contract will likely include one (1) base year PoP, plus at least two (2) or as many as four (4) option years. Describe how the Government's decision on PoP may impact your organization's ability to execute this requirement. 5. SUBMISSION INSTRUCTIONS There is a 20 page limit for each company white paper submitted. Responses shall be prepared using Microsoft (MS) Word in a format readable and usable by MS Word 2013, with a font no smaller than standard 10-point Times New Roman. Responses should include one cover page (inclusive within the 20 page maximum) to include solicitation number, solicitation name, company name, office address, and POCs including phone numbers and e-mail addresses. The file name should only include the solicitation number, followed by an underscore and Company Name (e.g. W900KKIO0001_XYZ Inc.). Data in addition to that which is solicited in paragraph 4 of this notice will not be considered, and no other document formats will be accepted. Interested contractors are requested to submit their responses via email no later than (NLT) 5:00 PM EST, 24 Jul 2015 to usarmy.orlando.peo-stri.mbx.trioss@mail.mil. PROPRIETARY DATA: All submittals containing proprietary data must be appropriately marked. It is the respondent's responsibility to clearly define to the Government what is considered to be proprietary data. The Government reserves the right to make public any information that would provide clarification on the requirement for industry in preparing for proposals. Responders are advised that any data submitted to the Government in response to this notice may be released to non-Government program support contractors for review and analysis.
