Description

Justification for Other than Full and Open Competition Statement of Work The Great Plains Area Indian Health Service (IHS) is planning a Sole Source Award with Direct Digital Control (DDC) to provide maintenance and service for the operating software system for the Cheyenne River Eagle Butte IHS Hospital in Eagle Butte, SD multi-stack heating, ventilation, and air conditioning (HVAC) system. DDC is the unique and proprietary operating software system that controls the Cheyenne River Eagle Butte IHS Hospital environmental control system. The BAS (Building Automation System) software is a web based operating system, and as other integral operating software (JAVA, Internet Explorer, etc...) upgrade their software. DDC must upgrade accordingly, or risk incompatibility, and eventual system failure. As such, a service contract is required to provide this service, as well as regular maintenance to the programming, such as on-going findings of numerous program deficiencies that need to be corrected, and including hardware upgrades some of which have not yet been identified. As stated above, since this is a proprietary software, sole source is required. Attached is Justification for Other than Full and Open Competition
