- DLA Distribution Susquehanna PA (DDSP) intends to issue Solicitation SP3300-15-R-0009 for labor, supervision, tools, materials, equipment, transportation, and management necessary to provide inspection, maintenance, and repair of fire suppression and fire alarm systems on the Defense Distribution Center, Susquehanna site. The RFP is being issued as one (1) base year plus four (4) one-year option periods (60 months total). Fire suppression systems vary in type and size depending on the intended service and the location of the system. There are typically multiple systems located within a single building. Any resultant contract will initially service fire suppression systems in 44 buildings on the Installation. Fire alarm systems are comprised of various devices and electronic components depending on the contents of the building and equipment / systems being monitored. Typically, each building is served by multiple HVAC systems and multiple fire suppression systems all of which require various fire alarm initiating and notification devices. These devices may be tied back to a single alarm panel in the building or multiple fire alarm panels within the building. This contract will initially service fire alarm systems in 51 buildings on the Installation. A complete Statement of Work (SOW) including number and types of systems involved will be provided when the solicitation is issued. The NAICS Code for this procurement is 238220. The small business size standard is $15,000,000. The tentative timeframe for issuance of the Request for Proposal (RFP) SP3300-15-R-0009 will be on or around the week of July 6, 2015. The solicitation will also establish the RFP due date and time. A pre-proposal Conference/Site Visit will be conducted. The exact date and time for this conference will be stated in the solicitation package. This acquisition will be solicited as a 100 percent Small Business Set-Aside in accordance with FAR 19.502-2 and conducted in accordance with FAR Subpart 15 Contracting by Negotiation in conjunction with FAR Part 36, Construction and Architect-Engineer Contracts. It is anticipated that Request for Proposal SP3300-15-R-0009 will be posted to this site the week of July 6, 2015. Amendments to the Request for Proposal will also be posted to this site. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the solicitation. There will be no advance notification of amendment issuance. NOTE: All offerors MUST be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ or an award cannot be processed. An award is expected to be issued on or about September 2015. Access to the solicitation package to include the specifications and drawings will only be made available to prospective offerors via the Federal Business Opportunities (FedBizOpps) website at http: www.fbo.gov. Hard copies of the solicitation will not be distributed.
