Description
THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10, MARKET RESEARCH. This is not a Request for Proposal (RFP), and nothing shall be construed herein or through the RFI process to commit or obligate the Government to further action as a result of the RFI. This synopsis should not be construed as commitment by the Government for any purpose other than market research. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The IRS is not at this time seeking proposals and will not accept unsolicited proposals. There is no solicitation available and requests for a solicitation will receive no response. This synopsis is intended as a market research tool to determine the availability and adequacy of potential 8(a) sources capable of providing the required products/services. THIS RFI IS INTENDED FOR CERTIFIED 8(A) FIRMS ONLY. Any information submitted by respondents to this synopsis is strictly voluntary. The Government does not intend to award a contract based on responses under this announcement. Contractors responding to this RFI shall bear all risk and expense of any resources used to provide the requested information. The information collected through this process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The Internal Revenue Service (IRS) Facilities Management and Security Services (FMSS) division is issuing this 8(a) sources sought synopsis as a means of conducting market research to identify certified 8(a) vendors who have the resources to support and provide the management, supervision, labor, materials, equipment, and supplies necessary to provide Operations and Maintenance (O&M) performance-based services to operate, maintain and support the Graphic Database Interface (GDI), an application that supports management of the IRS real property portfolio. THIS RFI IS SEEKING QUALIFIED 8(A) FIRMS ONLY. 1 - BACKGROUND GDI is an Integrated Workplace Management System (IWMS) built by deploying several proven integrated commercial-off-the-shelf (COTS) products to deliver an enterprise-wide, Web-based facilities information suite that provides strategic and relevant business information in graphic and textual formats to improve planning and policy decisions. It is a one-stop tool that allows real-time access to information regarding the IRS real property portfolio and its occupants. The GDI system integrates several technologies, such as Computer-Aided Design (CAD), relational databases, spreadsheets, dashboards, and Web sites to assist in the management of such items as real property, physical plants, equipment, and leases. It provides facilities-related information to a wide cross-section of the IRS including executives, FMSS managers/employees, shared service partners, and business unit managers, as well as external stakeholders. The GDI system supports management of the IRS real property portfolio which consists of approximately 27 million square feet of space in over 625 locations. All IRS employees and contractors have access to GDI. There are approximately 50 users who access the system through a client; the remainder access the system through a web interface. Of those, approximately 2,000 are regular users of the system and approximately 95,000 access the system to submit physical security incident tickets or view information regarding buildings. Most system users will normally use GDI between 7:00 AM and 9:00 PM EST/EDT, five (5) days a week; however, the system shall be available to users 24 x 7 / 365. 2 - REQUESTED INFORMATION The IRS is seeking information from certified 8(a) vendors who have the resources to support and provide the management, supervision, labor, materials, equipment, and supplies necessary to provide the required O&M services performance-based services to operate, maintain and support the GDI system. After an application or system has been deployed to the production environment it must be maintained. The Contractor shall provide all things necessary (management, supervision, labor, materials, equipment, and supplies) for operational support, system maintenance, and development services to maintain and update the IRS's GDI application. This will include fixes to reported problems; software installation and configuration of application upgrades; patches; troubleshooting; software customizations; Tier I, II and III level support to resolve end user issues; development of minor changes/enhancements to the system; development and maintenance of user guides, system documentation, and user training. The effort includes ensuring that the GDI application is fully compatible with current software programs and fully functional in relation to existing operating environments within IRS and external to IRS as necessary (e.g. GSA and Treasury-based systems). Technical Requirements/Capabilities: 1. Electronic information technology (EIT) products and product support services must conform to the applicable provisions of the appropriate technical standards in 36 CFR 1194, Subpart B, and functional performance criteria in 36 CFR 1194.31, Subpart C, unless an agency exception to this requirement exists. 2. Specialized experience and technical competence as it relates to providing Operations and Maintenance (O&M) performance-based services to operate, maintain and support web-based systems, including synchronizing and promoting code from development, to test, to production. 3. Current ARCHIBUS Business Partner 4. Experience developing and supporting ARCHIBUS/FM and ARCHIBUS Web Central-based systems similar in complexity, scope and size for Federal agencies. 5. Experience developing and supporting customized ARCHIBUS/FM solutions integrating ARCHIBUS/FM v21.2 (including thick Client and Smart Client) with ARCHIBUS Web Central v21.2, AutoCAD 2015, Overlay with Design Management for AutoCAD, Synergis Adept v11, Adobe Flash, and Autodesk Design Review DWF Viewer 2013 and Autodesk DWG TrueView 2014 similar in complexity, scope and size. 6. Experience developing unique scripting to customize stock ARCHIBUS/FM and ARCHIBUS Web Central product. 7. Experience providing ARCHIBUS/FM support services including: a. Software installation and configuration of application upgrades b. Patches c. Software customizations including development of unique scripting d. Providing Tier I, Tier II and Tier III support including managing a dedicated Tier I Help Desk e. Developing and maintenance of system documentation, user guides and user training f. Providing user training 8. Large-enterprise IT expertise demonstrated with: SQL; Microsoft Technologies (operating systems, servers and applications); ZIP Archive; XML; Web services; Web application development; Service-oriented architecture; Data Cleansing; and Systems programming (including messaging, threading, and inter-process communication). Experience working with the following operating systems, applications, and software packages; including, but not limited to: a. Microsoft Server Technology including i. SQL Server 2008 ii. SQL Server Management Studio iii. Windows 2008 operating systems iv. Exchange b. Microsoft Software Applications including i. Windows 7 ii. Office 2010 including 1. Project 2010 2. Visio 2010 iii. SharePoint 2010 iv. MS Visual Studio v. Internet Explorer vi. MS SourceSafe c. Microsoft ASP.Net d. HTML e. JavaScript f. LDAP g. EFTU/SFTP h. Oracle i. Business Objects BI 4.x 9. Contractor must have Capability Maturity Model Integration (CMMI) Institute certification -- CMMI-DEV v1.3(Continuous or Staged):Maturity Level 3 or higher 10. Contractor is responsible for conducting business between the hours of 8:00 AM and 5:00 PM EST/EDT, Monday thru Friday. Help Desk Hours of Operation will be from 7:00 AM to 7:00 PM EST/EDT. 3 - RESPONSES Any interested certified 8(a) companies shall submit a capabilities package. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements by providing clear and comprehensive information supporting the company's expertise and experience. The package should also include a brief description of any recent, relevant experience. The description should indicate whether this experience was as a prime or sub-contractor and whether it was in support of a Government or commercial contract. In addition to addressing the technical criteria, each response must also include the following information: (1) Company Name, Address and CAGE Code and DUNS Number (2) Point of Contact Name, Telephone Number and E-mail Address (3) Evidence of Certified 8(a) Status for North American Industry Classification System (NAICS) code for this action is 541519. Vendors should ensure that they meet all applicable classification and/or certification requirements in accordance with FAR Part 19, Small Business Programs. Prospective Government contractors are cautioned to ensure that they are registered in the System for Award Management (SAM) database and that all their information is current, including any certifications and applicable NAICS codes. (4) Information Regarding Any Existing Government Purchasing Vehicles that may be applicable (e.g. GSA Schedule Contracts, Government-Wide Acquisition Contracts (GWACs), Blanket Purchase Agreements (BPAs), etc.) Responses to this notice shall be submitted electronically to Leona.m.brown@irs.gov no later than 10:00 am, Wednesday, July 22, 2015 EST. Responses shall not exceed 5 pages and shall not contain any brochures, advertising or any other type of extraneous, graphic literature or documents that have not been requested and are not relevant or essential in demonstrating the company's ability to provide the required services. Vendors may provide links to relevant websites, as appropriate. Vendors may submit questions regarding this notice; however the IRS does not guarantee that any responses will be provided. Questions shall be submitted by e-mail. Telephonic inquiries will not be accepted. The Government shall not be liable for, or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with all applicable Government regulations. All documentation shall become the property of the Government and will not be returned.
