- INDEFINITE DELIVERY ARCHITECT-ENGINEER CONTRACT FOR MARITIME FACILITY DESIGN AND RELATED SERVICES, PRIMARILY VARIOUS LOCATIONS, PRIMARILY ALASKA THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. A SOURCES SOUGHT NOTICE FOR THIS ACQUISITION WAS PREVIOUSLY POSTED IN JANUARY 2013, THIS IS TO UPDATE THAT MARKET RESEARCH. IF YOU PREVIOUSLY SUBMITTED INFORMATION EXPRESSING INTEREST, PLEASE RE-CONFIRM THAT YOU ARE STILL INTERESTED AND IF ANY COMPANY INFORMATION HAS CHANGED. The US Army Corps of Engineers is conducting market research to facilitate a determination of acquisition strategy. The determination of acquisition strategy for this acquisition lies solely with the government and will be based on this market research and information available to the government from other sources. The U.S. Army Corps of Engineers, Alaska District, is conducting this market research for a potential of three Indefinite Delivery Architect-Engineer contracts with a capacity of $15 Million each in order to identify businesses which have the following design capabilities: The AE selected would be required to have sufficient resource capacity, capability, and flexibility to be available on an as-needed basis and will be required to perform a full range of professional engineering services to plan and design maritime facilities primarily within the State of Alaska; including waterfront facilities, industrial facilities support facilities including but not limited to, operational buildings, utilities, and infrastructure. The planning and design task orders for projects to be delivered under this contract will have medium to high risk levels of complexity, pace, novelty, and technology. The projects may include large scale public and/or public-private partnership efforts ($100M to $500M or greater size projects). The AE may be required to simultaneously complete multiple large scale projects. The work is anticipated to include heavy civil maritime/transportation infrastructure development with some vertical components. The majority of projects will be located in arctic and subarctic locations, including some in geographically remote and undeveloped areas featuring harsh environmental conditions. Accordingly, the Government will require plans and designs that can be constructed in such conditions and maintained with optimized life cycle cost considerations. Projects may be located in environmentally sensitive areas impacted by climate change that will require significant attention to sustainable and environmental considerations. Some projects may be located in other locations within the United States. Anticipated areas of required professional services include, but are not limited to: Marine Facility Engineering, Coastal Engineering, Civil Engineering, Geotechnical Engineering, Structural Engineering, Mechanical Engineering, Electrical Engineering, Cost Engineering, Architectural, Environmental Engineering, Marine Facility Master Planning, Biologist, Corrosion Engineering, Archeologist with NEPA experience, and Construction Scheduling. The applicable North American Industry Classification System (NAICS) code is 541330, Engineering Services, and the related small business size standard is $15 Million. THIS IS A SOURCES SOUGHT FOR QUALIFIED PRIME CONTRACTOR FIRMS ONLY. Packages should include the following information: (1) Business name, address and business size under NAICS 541330 (2) If a small business, identify small business type (HUBZone, SDVOSB, 8(a), etc) (3) The AE's experience will be demonstrated with a maximum of five (5) projects based on this announcement that have been planned or designed within the past ten (10) years. For each project include project title and location, a brief description of the project to include dollar amount of the project and work that was self-performed. Responsible sources demonstrating relevant experience and the capabilities to perform the work will be considered. System for Award Management (SAM), as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to award.
