- NOTICE TO CONTRACTOR This is a COMBINED SOLICITATION/SYNOPSIS for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This solicitation has been prepared with the intent to award on a competitive basis. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation number N00244-15-T-0153 is issued as a request for quotation (RFQ). The closing date is 2 July 2015 1:00pm Pacific Standard Time. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-82 and DFARS Change Notice 20150602. It is the contractor ™s responsibility to be familiar with the applicable clauses and provisions. Fleet Logistics Center San Diego requests responses from qualified sources capable of providing the following items: CLIN 0001, Utility Boat Refurbishment, to include: Hull Inspection, Repairs/Restoration, and Hull painting. Questions regarding this requirement will be addressed at that time.** Performance Requirements “ Utility Boat Repair 1.PROJECT TITLE: NAVSUP FLC Fuel Department Utility Boat Repair 2. BACKGROUND: NAVSUP FLC Duel Department is a regional center located in Point Loma, San Diego. 3. SCOPE: Refurbish a 21-foot utility boat (21UB0008) to existing Coast Guard standards so that personnel are able to respond to fuel spill recovery at a moment ™s notice and perform daily boom operations in conjunction with all fueling operations for all naval ships. Boat Specifications are below. Manufacturer: Sea Ark Marine Model: Roustabout Year: 2000 21UB0008: (21) 21Ft. (UB) Utility Boat (00) 2000 (08) eighth one made. 4. APPLICABLE DOCUMENTS: NAVSEA STD Item 009-12, NAVSEA STD Item 009-32, and NSTM 583 Volume I. PERFORMANCE REQUIREMENTS: 1.Remove fuel tank to inspect inner hull and report. 2.Drain all water from bilge compartments and clean all bilges. 3.Pump contaminated fuel from the fuel tank. 4.Replace all boat hull zinc anodes. 5.Replace seal on boat diver door to prevent leakage. 6.Remove existing outboard motor and replace with additional motor on hand. 7.Perform a complete tune-up on replacement motor to include diagnostics report. 8.Replace all with new fuel tank hoses and fittings. 9.Remove and replace complete steering system. 10.Remove and replace all circuit breakers, to include battery and battery switches. 11.Replace all electrical wiring, connection blocks and fuse boxes. 12.Remove and replace all gauges, cabin lighting, spot light, anchor lights, running lighting. 13.Remove and replace bilge pump and float switch. 14.Replace horn assembly. 15.Replace front windshield wiper motor assembly. 16.Replace fuel sender. 17.Replace electrical winch. 18.Remove and replace engine oil cables. 19.Replace deck drain flaps on transom. 20.Replace all overhaul panels. 21.Replace fire extinguisher. 22.Perform welding repairs identified from complete hull inspection. 23.Prep hull by scraping all loose paint, grind all bare spots. 24.Apply boat primer and apply anti-fouling paint. 6. PERFORMANCE STANDARDS: All repairs must be done in accordance with NAVSEA STD Item 009-12, NAVSEA STD Item 009-32, and NSTM 583 Volume I. All removed and installed parts and equipment, welding performed and paints must be to all minimum Navy standards. 7. INCENTIVES: This is a fixed-price contract, as such the incentives are embodied in the pricing, and the contractor may maximize profit through effective performance. 8. PERIOD OF PERFORMANCE: Performance will begin on the date of award and must be finished by 3 August 2015. 9. PLACE OF PERFORMANCE: Repairs shall be conducted at the contractor ™s facility. Additionally, the contractor shall be responsible for the picking up and delivering of the boat to and from 199 Rosecrans St. Bldg. 50, San Diego, CA 92106. Pickup and delivery dates shall be coordinated between the contractor and NAVSUP FLC Fuel Department. This solicitation will be judged based on the evaluation factors to represent the lowest technically acceptable proposal. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the Offerors best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer. The Government intends to award a firm, fixed price contract resulting from this combined synopsis/solicitation to the responsive and responsible offeror whose conforming response is determined to provide the best value to the Government, price and other factors considered. The Government will only consider firm fixed-price quotations.
