Description
Section C Description/Specifications/Work Statement It is the Government's intent to issue a sole-source contract modification to extend the contract TRICARE Quality Monitoring Contractor (TQMC), HT9402-10-D-0001, to Keystone Peer Review Organization, Inc. (KEPRO), in accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This contract modification to extend performance is necessary to continue to meet mission critical requirements, mitigate the impact of personnel turnover, and to support transition to a competitively awarded follow-on contract which is currently in source selection. The contract period of performance and ordering period will be extended 6 months, from September 30, 2015, through March 31, 2016. There will be no transition-in period. This sole-source modification is strictly for the continuation of services in support of the Defense Health Agency (DHA) to provide the Government with an independent, impartial evaluation of the care provided to Military Health System (MHS) beneficiaries. The TQMC reviews care provided by the three Managed Care Support Contracts (MCSCs), the six Designated Providers (DP) under the Uniformed Services Family Health Plan (USFHP), and the TRICARE Overseas Program (TOP), and TRICARE Dual Eligible Fiscal Intermediary Contract (TDEFIC) contractors. In addition, the TQMC will review records from other TRICARE contractors (e.g., TRICARE pharmacy and dental contractors) to validate the quality of care delivered under the TRICARE benefit. The TQMC is part of TRICARE's Quality and Utilization Review Peer Review Organization Program, in accordance with Code of Federal Regulations 32 CFR 199.15. The TQMC objectives are to: a. Provide an independent, impartial evaluation of the health care provided to the MHS beneficiaries, to evaluate "best value health care" as defined in the TRICARE Operations Manual. b. To evaluate "best value health care" as defined in the TRICARE Operations Manual. c. To measure, evaluate, and identify superior quality health care services and recommend means to transfer successes. d. To provide comprehensive and timely reviews that are consistent with all TRICARE requirements, to ensure receipt of appropriate levels of health care for all beneficiaries. This sole-source contract extension will ensure continued support to the DHA and prevent a gap in service from the end of the current TQMC contract on September 30, 2015, until the competitive source selection (Solicitation HT9402-15-R-0005) is completed by the end of calendar year 2015 and allow time for transition-in for the successful offeror. This notice is for informational purposes only and is not a request for competitive proposals. Requests for a solicitation will not receive a response. As stated above, DHA intends to issue the 6-month modification to the incumbent contractor. Interest in this effort should be accompanied by a Capabilities Statement that is brief and concise, yet clearly demonstrates the interested party's ability to meet the requirements stated in the attached TQMC Work Statement with sufficiently qualified personnel beginning October 1, 2015, for a 6-month contract without any transition-in period.
