This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Air National Guard (ANG) Chaplain Corps, have fielded a relationship enhancement program available voluntarily to all Airmen and their spouses. ANG Strong Bonds is a skills-based curriculum-driven program led and facilitated by ANG Chaplain Corps personnel with the option of assistance by Airman & Family Readiness Program Managers (A&FRPM) or other approved volunteer facilitators who have been certified in the curriculum to be Utilized. Response Date: 23 July 2015 Contracting Officer: Mr. Ovidio Gonzalez-Nunez, Ovidio.gonzalez-nunez.civ@mail.mil Primary NACIS Code: 611710 - Educational Support Services Size Standards: $ 15 Million Place of Performance: March ARB, CA Brief Description: This requirement is for a contractor to provide ANG Strong Bonds-Families Instructor Certification Training Services. This program is designed to assist commanders in building and strengthening the relationship skills of ANG members and their families. U.S. Air Force Chaplains including ANG Chaplain Corps are charged with providing specialized training for single Airmen, married couples, and families for reintegration and reunion training (AFI 10-403), appropriate postvention ministries in a manner that does not sensationalize, glamorize, romanticize, or give undue prominence to suicide (AFI 90-505), and optimize performance by developing Airmen and their families who are mentally, physically, socially, and spiritually prepared to carry out their missions (AFI 90-2101 in working draft). The program is intended to equip Airmen and their families with relationship building skills and to help identify ways to strengthen existing relationships, both of which enables Airmen to develop healthy relationships, which in turn helps develop cohesive families, and strong personal and professional support networks. These skill sets mitigate suicidal ideations and deaths, and build Airmen resiliency. Chaplains, chaplain assistants, A&FRPMs and other approved volunteer facilitators receive instructor certification and conduct training events at their local units within their State utilizing this curriculum which builds, enhances and strengthens skills in developing vibrant, enduring relationships thorough the ANG Strong Bonds program. Proposal Submission: The Government requests interested parties submit a response which shall include a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., Small Business, SDB, 8(a), HUBZone, SDVOSB, WOB, Large Business, etc.), anticipated teaming arrangements (i.e. prime contractor/subcontractor, joint venture, mentor prot g relationship, etc.), and a description of same/similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by teaming partner. Interested parties should submit their proposal by 23 July 2015, 12:00 pm EST to Ovidio.gonzalez-nunez.civ@mail.mil.
