- 15RJQ90_syn N00164-15-R-JQ90 - SOLE SOURCE - WEAPON MOUNTED ELECTRO-OPTIC DEVICES FSC 1240 - NAICS 333314 - Anticipated Issue Date: 01 SEP 2014 - Anticipated Closing Date: 30 SEP 2015 - 0400 PM EDT This notice of intent is not a request for competitive proposals. SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, L-3 Communications EOTech, INC. 1201 E Ellsworth RD Ann Arbor, MI 48108-2420 in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, and statutory authority 10 U.S.C. 2304(c)(4) as implemented by FAR 6.302-4, international agreement. This proposed procurement is for Weapon Mounted Electro-Optic Devices and FMS variants as well as spare parts, in accordance with government specifications and statement of work. The Weapon Mounted Electro-Optic Device models will be the SU-231A, SU-231D, SU-264 and FMS variants of the mentioned models. Solicitation will be issued for an anticipated Indefinite Delivery Indefinite Quantity (IDIQ) contract that will cover a three year ordering period. The Government intends to award a Firm-Fixed Priced (FFP) three year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a minimum combination quantity of 100 each and a maximum combination quantity of 6,000 each with an anticipated award date of February 2016. Delivery terms are 30 days after effective date of order with F.O.B at destination. Inspection is at origin and acceptance is at destination. This will be a commercial acquisition in accordance with FAR Part 13.5. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one responsible source under the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Since this is sole source procurement, a solicitation will not be posted to the internet. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
