Description
This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Baltimore District to inform interested/potential contractors of the District's imminent issue of a Request for Proposal (RFP) Package for its construction project, entitled "Renovation of the 20th CBRNE Command Headquarters Facility." PROJECT INFORMATION: The project includes renovations that will provide a Command suite with offices, Sensitive Compartmented Information Facility (SCIF), arms room, operations center, conference rooms, file and general storage, and other functions of a standard Command and Control Facility. Renovate buildings to provide a non-standard Battalion Operations Facility, and non-standard Company Operations Facilities that include Chemical, Biological, Radiological, Nuclear, Explosive special equipment enclosed storage. A standard design vehicle maintenance shop will be constructed with organizational storage, petroleum, oil and lubricants storage, hazardous waste storage, and unmanned vehicle storage. Project also includes Intrusion Detection Systems (IDS) installation, Energy Monitoring and Control Systems (EMCS) connections and Building Information Systems. Access for persons with disabilities will be provided. Comprehensive building and furnishing related interior design services are required. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Supporting facilities include all required utilities and connections, exterior and security lighting, storm drainage, paving, curbs, walks and gutters, parking, site improvements, landscaping, signage, and information systems. Air Conditioning (Estimated 35 Tons). PROJECT LOCATION: Aberdeen Proving Ground, Maryland ACQUISITION INFORMATION: Competition for this acquisition is Unrestricted. The Classification Code for this procurement is North American Industry System Code 236220, with a small business size standard in dollars of $36.5M. The magnitude of cost for construction is between $25,000,000 and $100,000,000. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the System for Contract Management (SAM); Contractors can access the SAM database for free at http://www.sam.gov. The Government intends to award a firm-fixed price construction contract from this acquisition. A DRAFT VERSION OF THE PLANS AND SPECIFICATIONS, TO INCLUDE A DRAFT SOLICITATION DOCUMENT, ARE INCLUDED TO THIS PRE-SOLICITATION ANNOUNCEMENT. THE DRAFT DOCUMENTS ARE PROVIDED FOR INDUSTRY COMMENTS AND FEEDBACK IN AN EFFORT TO FACILITATE CLARITY IN PROPOSAL PREPARATION ONCE FORMAL SOLICIATION IS ENACTED. THE GOVERNMENT IS REQUESTING ALL COMMENTS BE SUBMITTED BY 6 JULY 2015 AT 3 P.M. EST. COMMENTS WILL BE ADDRESSED INTERNALLY AND RESULTS WILL BE INCORPORATED IN THE FINAL SOLICITATION AT THE DISCRESTION OF THE USACE. NO DIRECT FEEDBACK WILL BE PROVIDED IN RESPONSE TO COMMENTS. The Request for Proposal (RFP) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Interested Offerors can download the RFP Package from: http://www.fbo.gov. The RFP Package will be available at the aforementioned Internet site on or about 15 July 2015. In the case of a discrepancy between the dates published in this notice and those called out in the RFP document, the dates in the RFP document overrides those published here in this notice; this is relative to the RFP issuance date and the due date for proposals.
