- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ) SB1341-15-RQ-0529. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. The associated North American Industrial Classification System (NAICS) code for this procurement is 334513, with size standard of 500 employees. This acquisition is being procured as a total small business set-aside. The Government anticipates awarding Firm Fixed Price Contract. BACKGROUND: The Production Systems Group (PSG) conducts research in measurements of very high temperatures during the additive manufacturing processes, when metal powders go through melting and solidification. In order to generate traceable temperature measurement data associated with these processes, the infrared cameras used for this purpose need to be calibrated against a well-known source of temperature. High temperature blackbody is an instrument to provide a target with a known temperature. DESCRIPTION OF ITEM(S) TO BE ACQUIRED: The Production Systems Group requires ONE high temperature, cavity-type, variable temperature calibration blackbody source (see item 1 below) to extend thermal camera calibration range to temperatures typically observed in laser-based additive manufacturing processes. The required specifications of the ONE blackbody include the following: 1. Source type: Closed end cavity-type Blackbody 2. Minimum temperature: Less than 1100 °C 3. Maximum temperature: Greater than 2400 °C 4. Warm up time: Less than 10 minutes from ambient to 2000 °C 5. Effective emissivity: Greater than 0.990 at 1.3 μm wavelength 6. Accuracy: Better than ± 0.3% of reading ±1 °C up to 2400 °C 7. Cavity temperature stability: 0.1 °C of setpoint temperature 8. Temperature control sensor type: Radiometric (non-contact) 9. Temperature calibration: Factory calibrated, calibration certificate supplied 10. Exit aperture diameter: 20 mm to 30 mm 11. Exit aperture shield window: Not necessary, provide in quote if available option, must be transparent from 0.5 μm to 3 μm wavelengths. 12. Aperture wheel: A chilled aperture wheel with interchangeable apertures will be included with the calibration blackbody. The aperture wheel must be able to mount to the blackbody instrument and align with the blackbody cavity axis. At least four (4) apertures will be included with the wheel, and have the following diameters: 1 inch, 0.5 inch, 0.25 inch, and 0.125 inch. 13. Exit aperture height: Greater than 30 in and less than 60 in from floor 14. Input power: 110 V or 220 V, 60 Hz, single phase only. 15. Digital communication: RS232, RS485, I2C, or other digital communication protocol for external readout and change of setpoint temperature 16. Purge gas: Dry Argon 17. Gas flow rate: Typical operation at less than 10 cubic feet per hour 18. Cooling: Water cooled 19. Required water temperature: System should function with 20 °C water supply 20. Water flow rate requirement: Typical operation at less than 5 gallons per minute 21. Floor Footprint: Less than 15 ft2 22. Total Height: Less than 6 ft. 23. Water/Gas Safety Interlocks: Furnace must automatically shut down in the case of inadequate water flow or inert gas flow 24. High Temperature Interlock: Furnace must automatically shut down in the case of overheating 25. Instrument body temperature: Exterior of the instrument, excluding regions near the exit aperture, must not exceed 50 °C when operating under normal conditions. 26. Service warranty: Minimum 2 year warranty after delivery covering parts and labor for fixing manufacturing defects and faults. INSTRUCTIONS TO OFFERORS: Offerors shall examine and follow all instructions. Failure to do so will be at the Offeror's own risk. The Contractor shall provide FOB Destination pricing. 1) All quotations must clearly demonstrate compliance with the CLIN structure and this solicitation. All quotations must be firm fixed price for each CLIN. Point of Contact will be designated at Award. 4) Inspection/Acceptance: Acceptance will be based upon satisfactory delivery and proper functioning of requested item (See 52.212-4(c)). 5) All quotations must reference the Request for Quote number SB1341-15-RQ-0529. 6) Quoters shall submit documentation showing that they are authorized resellers of the requested items or manufacturer of proposed brand. Quoters submitting quotes based on a teaming agreement shall submit the Teaming Agreement of the parties and also the documentation showing that one party of the teaming agreement is an authorized dealer of the requested brand. 7) Complete and submit Representations and Certifications (FAR 52.212-3 or a written confirmation that Representations and Certifications are current in https://www.sam.gov/portal/public/SAM/ DUE DATE: Responses are due on July 01, 2015 at 3:00 PM Eastern Time. No quotes will be accepted after the response time. EVALUATION CRITERIA: The Evaluation Factors are as follows: • Factor 1 - Technically acceptable. • Factor 2 - Price BASIS FOR AWARD: This requirement will be awarded to the offeror who provides a technically acceptable quotation at the lowest price. The contracting officer intends on awarding without discussions. A quotation will only be considered technically acceptable if it clearly demonstrates compliance with this solicitation.
