- PRE-SOLICITATION NOTICE OF INTENT TITLE Microplate Consumables (Robotic Well Plates) INTRODUCTION THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to negotiate and award multiple (3-5) indefinite delivery indefinite quantity type contracts for a 5-year (12-month base period and four (4) 12-month option periods) period of performance for Microplate Consumables (Robotic Well Plates). EXTENT OF COMPETITION This acquisition is a partial small business socio-economic set-aside. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 326199-All Other Plastics Products Manufacturing with a Size Standard of 750 Employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) number 2005-82, dated June 8, 2015. DESCRIPTION This acquisition is conducted under the procedures of FAR Subpart 13.5-Test Program for Certain Commercial Items and FAR Part 15-Contracting by Negotiation in amounts greater than the simplified acquisition threshold ($150,000) but not exceeding $6.5 million. The Microplate Consumables (Robotic Well Plates) are used on NCATS' multiple robotic screening systems for assay optimization and validation. At NCATS data on small molecule compounds are screened, identified, and distributed to the research community to accelerate translation of the completed human genome into advancements in human health. Components of NCATS include a repository of up to 500,000-1,000,000 chemical compounds, assay development capacity, Robotic compound screening, also termed high throughput screening (HTS), medicinal chemistry to transform ‘hits' identified by HTS into workable chemical probes, Chem-informatics capacity for data mining and virtual screening; and distribution capacity to efficiently disseminate the reagents to the biomedical research community. The microplate consumables (robotic well plates) are used throughout NCATS on several robotic screening platforms. These include the Kalypsys primary screening robot, the Tox 21 toxicology profiling robot and the Agilent BioCel system used for the RNAi group. In addition to these screening systems, several of the plates required will be used in the Sartorius SelecT automated tissue culture system. CLOSING STATEMENT The solicitation will be issued on or about June 29, 2015, and bids or proposals will be tentatively due about thirty (30) calendar days after the solicitation release date.
