Description
PRE-SOLICITATION NOTICE OF INTENT TITLE Bioanalysis Testing Services INTRODUCTION THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION. The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to negotiate and award multiple (3-5) indefinite delivery indefinite quantity type contracts for a 5-year (12-month base period and four (4) 12-month option periods) period of performance for bioanalysis testing services. EXTENT OF COMPETITION This acquisition is a partial small business socio-economic set-aside. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541380-Testing Laboratories with a Size Standard of 500 Employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) number 2005-82, dated June 8, 2015. This acquisition is conducted under the procedures of FAR Subpart 13.5-Test Program for Certain Commercial Items and FAR Part 15-Contracting by Negotiation in amounts greater than the simplified acquisition threshold ($150,000) but not exceeding $6.5 million. DESCRIPTION The National Institutes of Health (NIH) Chemical Genomics Center (NCGC) in the National Center for Advancing Translational Sciences (NCATS) is a translational science center that prides itself on its tremendously productive pipeline and is innovative in mays ways. NCATS quantitative high throughput screening (qHTS) paradigm, focus on collaboration with outside investigators to produce high-quality chemical probes to define new biology, and its unique focus on new technologies and paradigms to improve the process of probe development are a few of the many examples that accelerates and innovates NCGC research. The requirement is for the purchase of commercially available process development Bioanalysis Testing Services (*ADME-An acronym for the 4 phases-absorption, distribution, metabolism, excretion-which describe pharmacokinetics in mammals) to provide the NIH NCATS NCGC with microsomal stability testing services, which includes microsomal, S9, cytosol, plasma, blood, and buffer stability. The services are required in support of the on-going research of the NCATS NCGE. CLOSING STATEMENT The solicitation will be issued on or about June 29, 2015, and bids or proposals will be tentatively due about thirty (30) calendar days after the solicitation release date.
