- NASA/GRC has a requirement for a Particle Size Analyzer. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. It is the offerors responsibility to check the NASA Business website for any amendments. This notice is being issued as a Request for Quotations (RFQ) for a Particle Size Analyzer that complies with the following requirements: *Measurement Range* 1 to >125 m with the capability to expand the range up to > 750 m at a later date. *Optics* Telecentric Lens Interchangeable sample cells USB Camera with capability for easy upgrade at a later date *Dispersion System* Capable of using organic and inorganic liquids Automated fill and rinse system Optional capability for external pumping of high density materials *Software* Display particles in real time Store images for later viewing and analyzes Statistical process control capability to track shape changes over time intervals Report shape and sieve data Ability to extract individual particle images Data generation in spread sheet and graphical formats To include but not limited to the following shape models: Equivalent circular area diameter Equivalent circular perimeter diameter Bouncing circle diameter Circularity Equivalent elliptical area, width, length Bounding ellipse width, length Elliptical aspect ratio Bounding rectangle length, width Bounding rectangle aspect ration Rectangularity Fiber length, width Fiber aspect ratio Fiber curl *Services* 120 VAC, 50 60 HZ *Computer* Required Media drive of CD or DVD type USB connections 2 minimum Minimum of a 19 Monitor The provisions and clauses in the RFQ are those in effect though FAC 05-01. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than Tuesday, June 30, 2015 to David Eccleston ( David.S.Eccleston@nasa.gov ). Offers for the item(s) described above are due by 4:00 PM EST on July 7, 2015 to NASA Glenn Research Center, Mail Stop 60-1, 21000 Brookpark Road, Cleveland, OH 44135, Attn: David Eccleston. Offers must include solicitation number, FOB Destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by ab authorized company representative. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). Offerors shall provide the information required by FAR 52.212-1 (APR 2014), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act --Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (MAY 2015), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (MAY 2015), Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.209-6, 52.204-10, 52.219-4, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-15, 52.223-18, 52.225-1, 52.225-13, 52.232-33.
