- List of parts required <col style="width: 115pt; mso-width-source: userset; mso-width-alt: 5595;" span="1" width="153"> Synopsis: AN/FPS-117 Contract Logistics Support - Sources Sought NOTICE This is not a solicitation but rather a Sources Sought Synopsis to determine potential source for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NAICS) Code is 541614 which has a corresponding size standard of $15M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interest in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Air Force Life Cycle Management Center, Atmospheric Early Warning System Section (AFLCMC/HBZIA) is seeking potential sources to perform hardware sustainment for the Block 3 Essential Part Replacement Program (EPRP) modification. The Period of Performance (PoP) will not exceed 4 years and will consist of (1) 12 month base with 3 annual priced options for a Contractor Logistics Support (CLS) contract. Background The AN/FPS-117 Block 3 EPRP modification was initiated to alleviate obsolescence issues. With this newer technology, the modification has proven to be more efficient. Currently there are 28 AN/FPS-117 radar sites and 5 Maintenance Control Systems (MCS's). That consists of approximately 75 Line Replacement Units (LRU's) per radar site and 10 LRU's per MCS. Purpose The purpose of the proposed task is to have a contractor: 1. Review LRU parts list ensuring ability to support. (See attached LRU Parts List) a. The highlighted parts are proprietary to Lockheed Martin Corporation b. The other are Commercial Off The Self item (COTS) 2. Provide stock, store, and issue capabilities; in addition; maintaining a minimum inventory level per LRU at each support location. (The inventory levels will be discussed between the government and the contractor. Failure rates will be used to determine inventory levels) 3. Support will be maintained with a regular 40 hour work week. In the case of an emergency; the contractor will be required to respond no later than 8 hours of the initial notification. (The radar is operational 24/7 issues may occur outside the regular scheduled hours) 4. The contractor will need to provide alternative solutions to hardware obsolescence. Market Survey 1. Please describe your company's experience in a. Performing obsolescence analyses and determining cost effective methods of dealing with hardware obsolescence as described in item 4 above. 2. Please provide the size of your business with regard to North American Industry Classification System (NAICS) code 541614 per the standard described in Federal Acquisition Regulation (FAR) Part 19.102 (FAR available at http://farsite.hill.af.mil) 3. If you believe this study should be performed under a different NAICS code, please recommend an alternate NAICS code and the rationale for the alternative code. 4. Please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work to be accomplished by the teaming partner. 5. Please provide a budgetary rough order of magnitude estimate of the price to perform CLS hardware sustainment.
