The purpose of this is to solicit proposals from interested potentially qualified firms. Responses to this will be used by the Government in making its decision. This RFP is issued to obtain proposals for the development of a renewable energy source. This RFP does not commit the Government to contract for any supply or service whatsoever. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFP; all costs associated with responding to this RFP will be borne solely by the interested party. The Department of the Army (Army) seeks proposals from sources for the development of a solar photovoltaic renewable energy source at Tooele Army Depot (TEAD), Utah. TEAD is located approximately 35 miles west of Salt Lake City International Airport. The installation specializes in ammunition logistics and the engineering of ammunition and ammunition related equipment. As the western hub for the United States' Joint Services, TEAD issues, receives, stores, maintains, demilitarizes and tests ammunition. Additionally, designs, develops, fabricates and fields ammunition related equipment. The munitions and equipment from TEAD are used throughout the world.. This installation has been selected to support a key outcome for the Army 2025 strategy for installations, energy, and environment: to provide a ready and resilient Army, strengthened by secure access to energy, water, and land resources in order to preserve future choice in a rapidly changing world. TEAD has identified 274 acres for potential development under the Authority provided through 10 U.S.C. §2667. A map of the site is included as Attachment B to this RFP. Army does not intend to act as off-taker for the project. Army requests that respondents provide all of the following information as required in the RFP.: Responses should be submitted on or before 21 August 2015.
