- Department of Homeland Security Science and Technology Directorate Changes to U.S. Export Controls U.S. Department of Homeland Security Office of Procurement Operations on Behalf of the Science and Technology Directorate Issues this Special Notice This is a Special Notice. The objective of this notice is to alert U.S. industry to proposed changes to the International Traffic in Arms Regulations (ITAR) U.S. Munitions List (USML) Category XIV (Toxicological Agents, Including Chemical Agents, Biological Agents, and Associated Equipment), and to the corresponding Export Administration Regulations (EAR) Commerce Control List (CCL), which control chemical and biological agents, biologically derived substances, associated technical data, and related equipment. This notice also aims to encourage U.S. companies with potentially impacted products and technologies to take advantage of the opportunity to impact these regulations by reviewing the proposed rules and commenting; comments on both rules are due no later than August 17, 2015. Comments on the Notice of Proposed Rule Making (NPRM) for ITAR USML Category XIV should be submitted via email to DDTCPublicComments@state.gov with the subject line "ITAR Amendment - Categories XIV and XVIII." The NPRM can be found at http://www.gpo.gov/fdsys/pkg/FR-2015-06-17/pdf/2015-14472.pdf or on the Federal Register at Vol. 80 Fed. Reg. 34572 (June 17, 2015). Comments on the EAR CCL companion rule should be submitted via email to publiccomments@bis.doc.gov with the subject line "RIN 0694-AF52." The NPRM can be found at http://www.gpo.gov/fdsys/pkg/FR-2015-06-17/pdf/2015-14474.pdf or on the Federal Register at Vol. 80 Fed. Reg. 34562 (June 17, 2015). This notice does not constitute a Request for Proposal (RFP) or a Broad Agency Announcement (BAA) or a promise to issue an RFP. The Government will not pay for costs associated with reviewing the referenced NPRM and/or preparing and submitting comments. Responses, including questions or comments on the NPRM, should not be submitted to the DHS S&T. DHS S&T will not respond to or provide feedback regarding comments submitted to the Department of State or the Department of Commerce on this NPRM.
