- Description
- This solicitation is designated a 100% Economically Disadvantaged Woman-Owned Small Business (EDWOSB) set aside. A single award acquisition will be made. The awardee must be EDWOSB certified at the time of award. The project requires the contractor shall furnish all supervision, labor, materials, tools, equipment, apparatus, testing, and transportation required procuring and installing surge protection devices in various facilities in accordance with specifications dated 10 June 2015 and drawings in Section J, List of Documents, Exhibits, and Other Attachments. The work involves, but not limited to procuring and installing surge protection devices by the National Electric Code (NEC) Article 285, IEEE C62.41, NFPA 780, and UL 1440 3rd edition which contains guidance on the inclusion of surge protection to protect occupants and equipment in the building from the effects of lightning strikes on the electric distribution system serving the building. The following buildings are identified: 100, 101, 102, 103, 104, 105, 106, 109, 111, 112, 113, 120, 126, 128, 201, 203, 205, 206, 208, 217, 219, 295, 301, 302, 303, 304, 305, 306, 308, 309, 400, 401, 402, 403, 406, 407, 409 413, 414, 415, 420, 501, 502, 503, 503, 504, 505, 506, 507, 510, 511, 512, 513, 515, 517, 518, 528, 529, 530, 531, 532, 533 535, 536, 537, 538, 539, and 545. Funds are not presently available for this project. No award will be made until funds are available. The government reserves the right to cancel solicitation, either before or after bid opening/RFP closing with no obligation to the offeror or by the government. The project site is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473-5931 (Trumbull County). The magnitude of this project is between $250,000 and $500,000. Total contract performance period is 180 calendar days from the date of receipt of the notice to proceed. The resultant award will be a Firm-Fixed Price contract. The NAICS Code is 238210; the Size Standard is $15.0 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from the FedBizOpps (FBO) at http://www.fbo.gov and should be available on or about 8 July 2015. Once the solicitation is posted, it is incumbent upon the interested parties to review this web site frequently for any updates/amendments to any and all documents. The closing date for submission of offers is estimated to be on or about 11 August 2015 at 2:00 PM EST and will be contained in the solicitation package. A site visit is tentatively scheduled for Wednesday, 22 July 2015. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the FBO website. Contractors are also requested to identify if they have other designated size standards besides Economically Disadvantaged Woman-Owned (i.e. Small,8(a), Woman Owned, etc.). Contractors are advised that in order to receive an award as the prime contractor, they must be listed in the System for Award Management (SAM) database; failure to register will disqualify a contractor from award should the contractor be selected and not registered. Contractors may register via the Internet SAM website at http://www.sam.gov. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Prospective contractors must complete electronic annual representations and certifications in the bid package; prime contractors, subcontractors and/or suppliers may attend site visit. All responsible sources may submit a proposal which shall be considered by the Air Force Reserves. The dates cited above are estimates, not actual.
